Wisconsin Diesel Truck Idling Reduction Grant Program

News: Due to changes in the state budget the Diesel Truck Idling Reduction Grant Program will now be housed in the Department of Safety and Professional Services (DSPS) (formerly the Department of Regulation and Licensing), Division of Environmental and Regulatory Services, Petroleum Environmental Clean-up Fund (PECFA) Bureau. Staff will remain at the current location of 201 W. Washington Ave. Madison, WI 53707 until otherwise notified. The Department of Commerce has been dismantled and services have been transitioned to other agencies.


The grant funding for the 2011-2012 funding cycle is now closed.  

News: On September 17, 2009 The Dept of Safety and Professional Services (formerly the Dept of Commerce) received EPA Region 5's Midwest Clean Diesel Initiative Award for Leadership. The department has assisted Wisconsin motor carriers in the purchase of 1,594 idle reduction devices since 2006

The program was created by the Governor's budget bill, 2005 Wisconsin Act 25. Under the program, DSPS provides grants to freight motor carriers (common, contract and private motor carriers) headquartered in Wisconsin to purchase and install idling reduction units for newer truck tractors. Idling reduction units provide an alternative source of power used to heat, cool, or provide electricity to the cab or other parts of a truck in lieu of operating the truck's main drive engine to power these services. The use of idling reduction units on heavy-duty diesel trucks saves fuel and lowers air pollution emissions. Awards are chosen randomly using a computer generated lottery system.

Eligible applicants will receive a reimbursement of up to 50% for the costs of idling reduction equipment and installation. Before applying in the future, applicants should review the rule and changes.

Summary of Changes made in the 2011-2013 biennial budget:

  • Formerly award reimbursements were disbursed at 80% of the award amount when the paid invoice and preinstallation report were received. The remaining 20% of the award amount was disbursed after the twelve month report was received. Budget changes will allow disbursments at 100% of the eligible award amount upon receipt of the paid invoice and preinstallation report.  
  • Eliminates the requirement to purchase more than one type of idling reduction unit from more than one manufacturer.  
  • Eliminates the cumulative maximum (i.e. lifetime cap) number of truck tractors that can be funded per applicant based on the number of eligible trucks in their fleet. Eligible applicants in 2011 through 2015 could apply for a grant for any eligible diesel truck engine that has not previously received a grant.
  • Extends the life of the grant program until June 30, 2015.

Questions to consider before applying for grant coverage:

  1. Do you own and operate your diesel truck tractor? The person applying for a grant must own and operate the truck. 
  2. Do you lease your truck tractor? Lease vehicles will NOT be eligible to apply due to state statutory language which requires motor carriers to own (possess truck title) and operate their trucks to be eligible.
  3. Is your diesel truck(s) engine 1999 or newer? The engine model year must be 1999 or newer to be eligible for grant coverage.
  4. Is your fleet headquartered in the state of Wisconsin? The motor carrier applying for grant coverage must be headquartered in the state of Wisconsin.
  5. If you are an owner/operator, is your residence in Wisconsin? The owner operator applying for grant coverage must reside in Wisconsin.
  6. Have you reviewed the Statute,Rule, Factsheet and FAQs to make sure you are eligible to apply for funding?

Please keep in mind, funding is not available for purchases made retroactively (e.g., idle reduction unit(s) purchased before July 1, 2011 would not be eligible for funding.

Diesel Truck Idling Reduction Grant Program

2011-2012

The Wisconsin Department of Safety and Professional Services administers a grant program to reduce diesel truck idling. State funding through the 2011-2013 state budget has allocated
$1 million for the 2011-2012 funding cycle and $1 million allocated for the 2012-2013 funding cycle. The grant was formerly administered by the Wisconsin Department of Safety and Professional Services (Commerce), Bureau of Entrepreneurship and Technology Development, however due to changes in the state budget the grant program will now be housed at the Wisconsin Department of  Safety and Professional Services (DSPS) formerly known as the Department of Regulation and Licensing (DRL).  Staff will remain at the current physical location in the Petroleum Environmental Clean-up Fund (PECFA) Bureau at 201 W. Washington Ave Madison, WI 53707 until otherwise notified.

The program is designed to assist common, contract and private motor carriers in the purchase and installation of idling reduction technologies. Motor carriers are eligible for up to 50% reimbursement for the purchase and installation of idling reduction equipment. The program’s primary goals are to help Wisconsin motor carriers reduce air pollution emissions and fuel consumption.
