Diesel Idling Reduction Grant Program Resources

DSPS staff will utilize this webpage to provide a listing of diesel program resources.

Wisconsin Clean Diesel Coalition (WCDC) is a collaboration of diesel fleets, engine manufacturers, government agencies, and other public and private diesel stakeholders; that have joined efforts to voluntarily explore, develop and implement mobile diesel emission reduction strategies in Wisconsin.

WCDC focuses on educational outreach and development of funding mechanisms to accelerate emission reductions from diesel fleets.

One of the first funding mechanisms announced after the coalition formed was the Diesel Emission Reduction Act (DERA). DERA funds are administered by the Wisconsin Natural Resources (DNR).  DNR received $1.7 million from US EPA through the American Recovery and Reinvestement Act. The funds will be split amongst on and off-road equipment purchases.  For more information on the DNR's grant program, contact Liesl Doty at (608) 266-7679.
Any type of Wisconsin fleet can apply for up to $100,000 for a mix of projects (exhaust retrofits, idle reduction, engine repowers, engine emission upgrades, and replacements).  Funding is not available at this time.

SmartWay Finance Center

Looking for financing options to fund the purchase of idle reduction equipment?  Check out the SmartWay Finance Center.   SmartWay is partnering with participating lenders to make loans available for small trucking companies to help pay for technologies that will save fuel and money, while reducing pollution. For more information, click on the link above or call 1/877-767-8875.

You can also check out the SmartWay Clean Diesel Finance Program.    In September 2008, EPA awarded $3.4 million in grants to provide financial assistance for truckers under the SmartWay Clean Diesel Finance Program.  These innovative loans will help small trucking firms lower their fuel costs and their carbon footprint by purchasing newer used trucks and idling and emissions reduction technologies. 

  • Idle Reduction Manufacturers and Vendors Factsheet
    The factsheet provides a list of idle reduction vendors and manufactures. The Department of Safety and Professional Services does NOT endorse idle reduction vendors, but provides the list as a resource for motor carriers.

  • Argonne Laboratory (U.S. Department of Energy)
  • Summary of State Idling Rules (information within the table is for reference purposes only and should not be relied upon for regulatory compliance).

  • Congestion Mitigation and Air Quality Program (administered by the Wisconsin Department of Transportation): CMAQ encourages transportation alternatives that improve air quality. Funding is available only in Eastern Wisconsin ozone non-attainment and maintenance counties (Milwaukee, Racine, Kenosha, Waukesha, Washington, Ozaukee, Sheboygan, Kewaunee, Manitowoc, Door).

  • California Air Resources Board Incentive Loan Program: Funding will soon be available to assist motor carriers with vehicle upgrades to comply with regulatory requirements (i.e., new trucks,  lower emitting used trucks, etc.).  To be eligible for the loan program, you must operate a small fleet (own 3 or less truck tractors) and operate at least 50% in California's trade corridors.
  • US Bank Green Auto Loans

  • Owner Operator Independent Drivers Association (OOIDA) Rebate-Loan Program: OOIDA members are eligible for up to a 40% grant for the purchase of an auxiliary power unit.

    There will be three selections for funding as follows:
    • 2009 - applications must be received by January 16, 2009
    • 2010 - application deadline to be announced in late 2009
