S&B - Code Advisory Council Activity

Administrative Codes Names and Numbers Are Changing
Administrative Codes formerly under the Department of Regulation and Licensing (RL) and the Department of Commerce (Comm) will now all use the SPS designation for the Department of Safety and Professional Services. For the former RL codes, the letters will change, but the numbers will remain the same. For example, RL 2 will become SPS 2. These changes are effective 12/1/11. For the former Comm codes, the letters will change and the numbers will be increased by 300. For example, Comm 5 will become SPS 305. Comm 2 will become SPS 302.  These changes are effective 1/1/12.

  ** Alteration and Change of Occupancy Council
This 8-member advisory council, appointed by the Safety and Buildings Division Administrator, has been convened on a temporary basis to review the 2009 changes within the "Existing Buildings" portion of the Wisconsin Commercial Building Code. This is part of an overall code development project that is updating Wisconsin Commercial Building Code to reflect 2009 edition International Code Council codes.

  ** Amusement Ride Code Advisory Council
This 7-member advisory council, appointed by the Safety and Buildings Division Administrator, advises the department on issues and rules relating to the design, construction, operation, repair, inspection, assembly, disassembly and use of amusement rides at carnivals, fairs and other places of amusement for the safety of frequenters. The rules are currently contained in SPS 334.

  ** Automatic Fire Sprinkler Contractor and Journeymen Council
This 5-member statutory council, appointed by the Secretary of the Department of Safety and Professional Services, advises the department on issues and rules relating to licensing of automatic fire sprinkler contractors and journeymen automatic fire sprinkler fitters. The rules are currently contained in SPS 305.

  ** Boiler and Pressure Vessel Code Advisory Council
This 10-member advisory council, appointed by the Safety and Buildings Division Administrator, advises the department on issues and rules relating to the design, construction, installation, operation, inspection, testing, maintenance, alteration and repair of boilers and pressure vessels installed in public buildings and places of employment. The rules are currently contained in SPS 341.

  ** SPS 314 Code Advisory Committee
This 6-member advisory council, appointed by the Safety and Buildings Division Administrator, advises the department on issues and rules relating to the fire inspection and prevention programs, including Fire Department Dues. The rules are currently contained in SPS 314.

There is a current code project that this council or group is working on. The code project intends to evaluate and update SPS 314, Fire Prevention Code, and Comm 60-66, Commercial Building Code, to keep the codes consistent in themselves and to national standards, and to respond to legislative directives. The current codes are based in part on adopted 2006 versions of International Code Councils Codes and National Fire Prevention Association 1, Uniform Fire Code. Adoption the 2009 versions of these model codes will be considered.

This 13-member council, appointed by the Safety and Buildings Division Administrator, advises the department on statewide minimum rules for construction, operation, and maintenance of public buildings and places of employment. These rules are currently contained in SPS 361 to 365.

  ** Commercial Buildings Code General Task Group
This subset of the Commercial Buildings Code Council and the Multifamily Dwelling Code Council will review some portions of the International Building Code as part of an overall code development project working toward updating the Wisconsin Commercial Building Code to reflect 2009 model ICC codes.

T here is a current code project that this council or group is working on. The code project has a statement of scope concerning evaluation and updating of SPS 314, Fire Prevention Code, and SPS 360-366, Commercial Building Code, to keep the codes consistent in themselves and to national standards, and to respond to legislative directives. The current SPS 360-366 is based in part on adopted 2009 editions of International Code Councils Codes and National Fire Prevention Association 1, Uniform Fire Code.

  **Commercial Buildings Fire Safety Code Council

This 11-member council, appointed by the Safety and Buildings Division Administrator, advises the department on issues and rules relating to fire safety provisions for public buildings and places of employment. These rules are currently contained in SPS 362.

The current code is based in part on adopted 2009 versions of International Code Councils Codes and National Fire Prevention Association 1, Uniform Fire Code.

  ** Contractor Certification Council (in November 2006 this council replaced the Dwelling Contractor Financial Responsibility Council)
This 3-member statutory council, appointed by the Secretary of the Wisconsin Department of Safety and Professional Services, advises the department on issues and rules relating to certifying the financial responsibility of contractors who obtain building permits to perform work on one- and 2-family dwellings, continuing education courses and exams for dwelling contractors, and certification of Uniform Dwelling Code inspectors. Related rules are currently contained in SPS 305.

**   Conveyance Safety Council
This 10-member statutory council, appointed by the governor, advises the department on issues and rules relating to elevators and other conveyance systems such as dumbwaiters and escalators. The rules are in SPS 318, Elevators, Escalators, and Lift Devices Code.

  ** Erosion and Stormwater Code Council
This 11-member advisory council, appointed by the Safety and Buildings Division Administrator, advises the department on issues and rules relating to erosion and sediment control and stormwater management on buildings sites and for plumbing post-construction storm systems. The rules are currently contained in SPS 302, 305, 320, 321, 360, 361 and 382.

Next meeting: The 2011 Wisconsin Budget Act transferred the Commercial Building Construction Site Soil Erosion Program from the Department of Natural Resources to the Department of Safety and Professional Services. The transfer is expected to be finalized by October 1, 2011.

  ** Gas Systems Council

  ** Pool Advisory Code Council
This 11-member advisory council, appointed by the Secretary of the Department of Safety and Professional Services, assists the division in the updating of the provisions of the Design and Construction of Public Swimming Pools and Water Attractions, SPS 390, which consist of rules for regulating the design and construction, alteration, or reconstruction of public swimming pools, including whirlpools and water attractions, and the alteration of public swimming pool equipment in order to protect the health and safety of the public.

  ** POWTS Advisory Code Council
This 11-member advisory council, appointed by the Safety and Buildings Division Administrator, assists the division in the review and updating of the provisions of the state Uniform Plumbing Code, SPS 381-385 that consists of rules for soil and site evaluation, and the design, installation, inspection and maintenance of Private Onsite Wastewater Treatment Systems (POWTS). The advisory council also assists the division in the review and updating of the Sanitation Code, SPS 391 that consists of minimum standards and criteria for the design, installation and maintenance of sanitation systems and devices that are alternatives to water-carried waste plumbing fixtures and drain systems.
