S&B Commercial Buildings Code Council General Task Group Meeting Summaries Safety and Buildings Division code council meeting summaries are subject to review at subsequent meetings. Tuesday July 28, 2009, 9 a.m., Thompson Commerce Building, 201 West Washington Ave., Madison, Wisconsin Task Group Attendance: Norm Arendt - P; Keith Spruce (alt. for Richard Paur) - P; Curt Hastings - P; Bill Pennoyer - P; Joe Jurkiewicz - P; Ed Ruckriegel, Chair - P; James Klett - P; Mark Scott - Ex Department of Safety and Professional Services Staff: Lori Ann Curley, Tom Kasper, Jim Smith Visitor: Daniel Gengler, Regional Manager, National Fire Sprinkler Association Welcome, introductions, housekeeping and review agenda Ed Ruckriegel welcomed the task group. The agenda was approved without changes. Review previous meeting’s progress report The progress report from the April 16, 2009, meeting was approved without changes. Explain meeting protocols Jim Smith explained the procedures to use for this meeting. Revisit current Wisconsin-based requirements The Task Group discussed current Wisconsin-based modifications and their continued relevance to the International Building Code (IBC) and made the following recommendations: - Move Comm 62.0202(2)(c), the definition for “Historic building,” to Comm 66, which covers “Existing Buildings.” - Add a note to Comm 62.0400 referencing Wis. Stats. 167.10(6)(d): “No wholesaler, dealer or jobber may store fireworks within 50 feet of a dwelling.” - Add a requirement within the IEBC part of the code for a recycle room or space when an existing building is altered and the alteration is classified Alteration-Level 3. - Add a rule in IBC Chapter 29 prohibiting the installation of drinking fountains, water coolers and bottled water dispensers in public restrooms. - Comm 62.2902(5) Location of Restaurant Toilet Rooms: Modify the note to delete the word “location”. - Comm 62.3001(1) : Eliminate Wisconsin modification. - Comm 62.3001(2): Add the word “conveyances” to eliminate lengthy list of words. Identify new requirements that the Council wants to recommend as Wisconsin-based modifications: The advisory council is considering a proposal to increase the instances where 3500# elevators will be required to accommodate the 24" X 84" stretchers used by emergency medical staff. The details have not been fully developed or agreed upon. Assign Homework Ed Ruckriegel will work with the council members to develop a code change proposal for the 3500# elevator. Ed will submit that change once the members have agreed upon the details of the change. Next Meeting The task group will meet again only if needed. Thursday April 16, 2009, 9 a.m., City of Madison Fire Station #11, 4011 Morgan Way, Madison, Wisconsin Task Group Attendance: Norm Arendt - Ex; Curt Hastings - P; Joe Jurkiewicz - P; James Klett - P; Richard Paur (alt.: Keith Spruce) - P; Bill Pennoyer - P; Ed Ruckriegel, Chair - P; Mark Scott - Ex Department of Safety and Professional Services Staff: Lori Ann Curley, Jim Smith Visitors: Kathy Meulemans, National Fire Sprinkler Association, Wisconsin Chapter. - Jim Smith welcomed the task group, and opened the meeting with a round of introductions, and thanking the members for volunteering for this new task group. - Review Council Scope and Purpose: Smith instructed the task group that they’d be reviewing the draft version of the 2009 International Building CodeÒ (IBC), chapters 1 through 6, 12, 29, 30, 31, and 33, with the goal of having fewer Wisconsin modifications in the next Wisconsin Commercial Building Code. - The task group reviewed the meeting agenda, and it was approved without changes. - Elect Chairperson: Curt Hastings nominated Ed Ruckriegel as chair of the Building Code General Task group; Joe Jurkiewicz seconded, and the motion carried with one abstention. - Review text of International Building Code handouts and related Wisconsin modifications from the Current Wisconsin Commercial Building Code: Jim Smith and Ed Ruckriegel led the task group in reviewing the pertinent chapters from the IBC. Although able to complete the initial of all the IBC changes, the current Wisconsin modifications were not reviewed. The following is a list of some of the subjects that were touched upon and may warrant additional research: - General understanding of WCBC administration (Chapter Comm 61) and thoughts on the numerous notes that seem more like commentary - Concepts and new provisions on ambulatory health care facilities - Kiosks in covered malls - New and updated "High-Rise" provisos (Water supply, Hardness of elevator/stair walls, fire dept. radios, etc) and history (i.e. NIST report vs. reasonableness) - Attic/Rafter space ventilation - Stretcher sized elevator car (from past) - Elevators (Fire service access and occupant evacuation) and lobbies The task group is to review the changes made to the IBC to provide advice and information, and to review the Wisconsin modifications for those that may be changed or dropped. The task group is looking to meet near the end of July, maybe via teleconference. A tentative date of Tuesday, July 28, 2009, was scheduled, but a decision as to the type of meeting to take place and other details will be forthcoming. Smith asked the task group to send their feedback on the changes and Wisconsin modifications to the Division of Safety and Buildings before July 1, 2009.
