Welcome, introductions, Review of Agenda. Larry Swaziek opened the meeting and welcomed everyone. 2. Review Council Member Responsibilities. There was a quick review of the Advisory Council Manual, which describes the roles, duties and responsibilities of the members and staff, as well as, relationships to other division councils. 3. Review Recent Code Revisions. There was a brief presentation that covered the recent rule revisions regarding manufactured home dealers, salespersons and communities. The dealer/ salesperson revisions became effective July 1, 2005. The community revisions became effective March 1, 2006. Copies of the revisions were provided to the members for reference. 4. Review Working Draft of Proposed Rules. The council reviewed draft no. 3 of the proposed rules relating to the installation of manufactured homes. In light of the council’s discussions the following modifications are to be made to the draft: - Section 3, Table 5.02; the Examination Fee for the installer is to be changed to NA (Not Applicable), in light of the installer’s qualification requiring the completion of specific coursework which is to entail an exam. - Section 9, Comm 5.327 (1) (a); the language is to be modified to include other types of support e.g. piers, not just foundations. - Section 9, Comm 5.327 (2); A note is to be added indicating to see the appendix for a reprint of Section 101.96 of the statutes. - Section 9, Comm 5.327 (3) (a) 3.; modify the language to indicate that the course or courses are to be complete within one year “prior to” application. - Section 15, Comm 20.24; at this time revise the provision to have the code apply to additions outside of the unit’s envelop. Further research will be undertaken to clarify federal law regarding alterations to units after occupancy and the state’s jurisdiction. - Section 17, Comm 20.05 (9); include manufactured homes under this exemption. - Section 20, Comm 20.10; add some type of note indicating that federal standards apply to the design and construction of manufactured homes. - Section 22, Comm 21.40 (2); revise the provision to reflect the requirements of Section Comm 27.18. The council agreed that these proposed rules could go to hearing as long as the above modifications were incorporated in the rule draft. 5. Chair and Vice-Chair. Bart Hunington and Dan Curran were elected chair and vice chair, respectively. 6. Next Meeting: Another meeting was not scheduled at this time. It is anticipated that the next meeting will be held after the public hearing for the rules relating to the installation of manufactured homes.
