S&B "Notice of Intent" Registration Information NOI under Comm 60 has transferred to the Department of Natural ResourcesMore info A Notice of Intent (NOI) registration for Construction Site Soil Erosion Control is required where proposed construction involves the disturbance of one or more acres of land. If the disturbance of one or more acres is for construction of a single one- or two-family dwelling, erosion/sediment control measures shall be shown on the UDC plans and NOI information is noted on the form for applying for the UDC Building Permit. If the disturbance is for construction of a public building or a residential subdivision, contact the Department of Natural Resources. Preparation of erosion/sediment control and stormwater management plans are required prior to registration of an NOI with the DNR. The enforcement of Comm 60, the Erosion Control, Sediment Control, and Stormwater Management Code, was transferred to the DNR from Commerce on January 1, 2010. Inspection of projects within municipalities which were delegated erosion/sediment control inspection authority by the Department of Commerce prior to the erosion/sediment control program for under Comm 60 being transferred to the DNR is the responsibility of the delegated municipality under agreement with the DNR. Note that the municipality may also require other local reviews and permits and will continue to have any Commerce delegated authority for plan review and inspection related to the building construction. Where plumbing systems are used for stormwater management, plumbing plans are required to be submitted to S&B or to a plumbing agent municipality in accordance with Tables 82.20 -1 and 2. If the plans include subsurface infiltration serving stormwater dispersal, the plans must be submitted to S&B or, if, within their boundaries, to the cities of Eau Claire, Janesville, Madison, Sheboygan.
