- There are several changes January 1, 2012, to the American Welding Society standards referenced in Comm 5, Licenses, Certifications, and Registrations Code.  (Comm 5 itself will be renamed and number Jan. 1 to SPS 305.)  The new SPS 305.004 has the several updates to the referenced editions of the standards: D1.1-10 - Steel and D1.3-08 - Sheet Steel are the new edition dates.  Two new references have been added: D1.2-08 - Aluminum and D1.6-07 - Stainless.  The new code language will be online approximately December 28, 2011. - Proposals for general update changes in Comm 5, Licenses, Certifications, and Registrations Code, have been adopted and will in general be effective January 1, 2012.  Section 25 or the adopted draft, dealing with elimination of the Electrical Contractor - Resticted Certification, has a delayed effective date of April 1, 2013.  Sections 30 and 31 of the adopted draft, dealing with qualfications to take the Automatic Fire Sprinkler Tester Registration exam, has a delayed effective date of January 1, 2013.  See code development project documents.

- With the retirement of inspector James Markiewicz, S&B has adjusted the assigned districts for the Boiler and Pressure Vessel Inspectors and the Gas Systems Inspectors (which are basically the same people). - Code titles changing: Administrative codes previously under the authority of the Department of Safety and Professional Services are being retitled to reflect the authority of the Department of Safety and Professional Services. "Comm" codes will be "SPS" codes as of January 1, 2012. Also, "300" wll be added to all the current code numbers. For example, Comm 81 will be SPS 381. Comm 5 will be SPS 305.

- West Allis has a commercial buildings second class city delegation for plan review and inspection, which means the city can do plan review and inspections of all size projects.  Owners can submit projects to either the municipality or to S&B.

The scholarship will cover the cost of the registration fee, pre-conference session, meals included in the conference and two nights of lodging. The application deadline is December 31, 2010. - The state Joint Committee on Finance bly included language concerning the Building Contractor Registration in legislation approved May 28: "Construction Contractors. Require effective January 1, 2010, the following: (a) 1% withholding of payments to independent contractors and single-member limited liability companies (LLCs) providing construction services when a 1099 tax form is filed; (b) establish a fine of $25,000 under state laws governing unemployment insurance, worker's compensation, equal rights, state income, sales, excise, and inheritance, and public safety for willful misclassification of workers; (c) require construction contractors to register with the Department of Safety and Professional Services and provide Commerce with authority to levy an administrative forfeiture for failure to register; (d) exempt homeowners, tenants, and state and local government units from these provisions; and (e) require Commerce to promulgate administrative rules to administer regulation under (c)."

(The Building Contractor Registration goes into effect July 1, 2009, under a currently valid emergency rule.)

- A change has been made in the fees to be charged for lighting plans submitted for review separate from the general building plans, but with another related set of review plans. * Proposed changes to Comm 16, Electrical Code, were sent August 22, 2008, to the legislature for committee review. A germane modification (a change in the draft proposal) was sent to the legislature November 17, 2008, in response to issues identified by the chairs of the Senate Committee on Commerce, Utilities, and Rail, and the Assembly Committee on Housing, by the department and by interested parties. The Nov. 17 germane modification delays until January 1, 2010, the NEC requirements for arc-fault circuit-interrupter protection and for tamper-resistant receptacles in dwelling units. It also changes the effective date of the rules to the first day of the month following publication in the Wisconsin Administrative Register. This germane modification supersedes the modification sent November 5, 2008, to the legislature. See code development info.

What's Happening at S&B - March 18, 2008

- The Wisconsin statutory mandate for superinsulation of one and two-family dwellings heated by electricity was rescinded by recently-signed 2007 Act 67, which will be effective at the end of March. The act says: "The department may not promulgate or enforce a rule that requires that any one-family or two-family dwelling that uses electricity for space heating be superinsulated." S&B will be developing rules in the future to remove the current regulations, which are not now enforceable. See PDF file of Act 67.

What's Happening at S&B - February 15, 2008
- There will be a POWTS Advisory Code Council meeting on Feb. 27.

- Renewal letters for credential renewals around March 31 should be mailed at the end of this week or early next week.

- Fire Dues self-certification letters are expected to be mailed to the municipal clerks within the next two weeks.

- There was a joint meeting between the Multifamily Code Council and the Commercial Building Code Council on February 13. Agenda.

Three municipalities have discontinued their delegations: Village of Argyle, LaFayette County; Village of Blanchardville, LaFayette County; and the Village of Hollandale, Iowa County.

- Annual amusement ride registration packets have been sent to operators of fixed non-mechanical and coin operated rides that were registered in 2007.
