S&B Plumbing Plan Review Scheduler

Always check with local officials to consider what is the local authority related to your project.  Municipalities may have parallel or complete plan review or other permit regulations.  

To use the scheduler you will need to turn off or adjust your pop-up blocker. Your security settings may need adjusting.

What will happen when you schedule?

  1. The plumbing plan review for a public building or place of employment (definitions) is generally based on a minimum of 16 fixtures, which include water heaters, storm inlets, hose bibbs and floor drains, or relates to health care facilities (definitions), or specific installations as identified in SPS Tables 382.20-1 and -2. This may include additions or alterations. Interior and exterior building water distribution and sanitary drain and vent systems may be reviewed together or separately.  Stormwater and clearwater systems may be part of the review.

  2. Unless otherwise required, Plan review for one- and two-family dwellings is not done by S&B.  Uniform Dwelling Code plan review is done as part of the UDC permit process and takes place at the local level, per SPS 320.29 (PDF file).  Contact the municipality in which the one- or two-family dwelling is located.


  3.  Submitters of revisions (see definitions) to previously reviewed plans do not use the online scheduler for making plan review appointments.  Those plan reviews can be sent directly to the office where the original review was done, using review application form SBD-6154.  Also, the form may be faxed to 877-840-9172 or emailed to DspsSbPlanSchedule@wi.gov.


  4. Plumbing code petitions are not scheduled through the Internet scheduler.  You may schedule a plumbing code petition by faxing a completed SBD-9890X form to 877-840-9172 or emailing the form to DspsSbPlanSchedule@wi.gov


  5. Additions or alterations

The plumbing plan review for additions or alterations to public buildings or places of employment (definitions) are based on a minimum of 16 fixtures, which include water heaters, storm inlets, hose bibbs and floor drains.  These reviews may also be single fixture installations in health care facilities (definitions) or specific installations as identified in Comm Tables 82.20-1 and -2.  Interior and exterior building water systems and sanitary drain and vent systems may be reviewed together or separately.  Stormwater and clearwater systems may be part of the review.

  6. Cross Connection Control Assemblies

Reviews may be scheduled for cross connection control assemblies in health care facilities (see definitions).

Registration of assemblies in non-health care is done when the overall plumbing system plan is reviewed or is done online for $20.  Or, the registration can be done by completing relevant information on review application form SBD-6154  and sending it to one of the S&B plan review offices for registration.


  7.  Appointments for reviews of these special plumbing systems are made using this scheduler, regardless of what type of facility they are in: grease interceptors, garage catch basins, oil interceptors, car wash interceptors, sanitary dump stations, chemical systems.  

It is best if the review is done at the time of the rest of a new, addition, or alteration plumbing system review.  However, if the item is being installed by itself, the review may be scheduled by itself.

  8. Water Reuse Systems of varying types may have plan review appointments made using this scheduler, either as an individual review or as part of a larger plumbing system review.  

An example of a water reuse system would be a device, or series of devices that collects previously-used water from a blackwater or graywater source and treats the water so it can be recycled for use within a plumbing system, rather than being discharged to drain.

  9. Private Onsite Wastewater Treatment Systems are not scheduled.  The reviews are done on a first-come first-served basis in the office to which they are submitted.  The plan review application form is SBD-10577.


  10. To ask technical code questions, email to DspsSbPlbgTech@wi.gov.  If you feel it is necessary, contact the office of your choice to make an appointment to have a preliminary plan review discussion, for a fee,with a plumbing plan reviewer.

Table 382.20−1, SUBMITTALS TO DEPARTMENT, Type of Plumbing Installation
  1. Except for direct replacement, all plumbing, new installations, additions and alterations, regardless of the number of plumbing fixtures involved, to be installed in hospitals, nursing homes and ambulatory surgery centers.b
  2. Plumbing, new installations, additions and alterations involving 16 or more plumbing fixtures, to be installed in connection with buildings owned by a metropolitan or sanitary sewer district.a
  3. Plumbing, new installations, additions and alterations involving 16 or more plumbing fixtures, to be installed in connection with buildings owned by the state.a
  4. Alternate and experimental plumbing systems.
  5. For installation in health care and related facilities, reduced pressure principle backflow preventers and reduced pressure detector backflow preventers.
  6. For installation in health care and related facilities, pressure vacuum breaker assembly.
  7. For installation in health care and related facilities, back siphonage backflow vacuum breaker.
  8. Stormwater and clearwater infiltration plumbing systems serving a public building or facility.d
  9. Plumbing wastewater reuse systems and stormwater use systems, other than POWTS, designed to treat water for compliance with Table 382.70−1.c

b For hospitals, nursing homes and ambulatory care surgery centers, registration for cross connection control devices as specified under SPS 382.20 (1) is included as a part of plan approval.

a. Water heaters, floor drains, storm inlets, roof drains and hose bibbs are to be counted as plumbing fixtures.
b. For the purpose of plan submittal, public buildings do not include zero−lot−line row houses where each living unit is served by an individual water service and an individual building sewer.
c .Only agent municipalities which are cities of the first class may review these types of installations.
d. Plan review involving 16 or more plumbing fixtures also applies.

  Definitions

  1. “Public building” means any structure, including exterior parts of such building, such as a porch, exterior platform or steps providing means of ingress or egress, used in whole or in part as a place of resort, assemblage, lodging, trade, traffic, occupancy, or use by the public or by three or more tenants.
  2. “Place of employment” includes every place, whether indoors or out or underground and the premises appurtenant thereto where either temporarily or permanently any industry, trade or business is carried on, or where any process or operation, directly or indirectly related to any industry, trade or business, is carried on, and where any person is, directly or indirectly, employed by another for direct or indirect gain or profit, but does not include any place where persons are employed in private domestic service which does not involve the use of mechanical power or in farming. “Farming” includes those activities specified in s. 102.04 (3), and also includes the transportation of farm products, supplies or equipment directly to the farm by the operator of said farm or employees for the use thereon, if such activities are directly or indirectly for the purpose of producing commodities for market, or as an accessory to such production.
  3. "Health Care facilities" means a hospital, nursing home, community-based residential facility, county home, infirmary, inpatient mental health center, inpatient hospice, ambulatory surgery center, adult daycare center, end stage renal facility, facility for the developmentally disabled, institute for mental disease, urgent care center, clinic or medical office, child caring institution, or school of medicine, surgery or dentistry.
  4. Typically, a "revision" is for 15 or fewer fixtures being added or relocated while a project is still under construction.

Browsers: Commerce web pages are best viewed with Mozilla Firefox 1.0.x or higher, Opera 8.x or higher, or Internet Explorer 6. Please note the following:

  • Commerce has not tested web application in IE 7.0. 
  • Commerce web pages may not view properly in versions of Netscape prior to version 7.0
  • Commerce web pages may not view properly in versions of Internet Explorer prior to version 5.0.
  • Some customers report problems when trying to schedule using Apple's Safari Web browser.

This scheduling system does not support the submittal of revisions to existing approved plans or HVAC submittals where there is no related building alteration plan.  Both of these require submittal of form SBD-xxxx.  Also, both may be scheduled by completing the form and faxing it to 877-840-9172, or emailing it to DspsSbPlanSchedule@wi.gov.

Contact the review office of your choice if you feel you may need to make an preliminary discussion appointment with a plan reviewer.

The symbol * next to a field means the field is required to be completed before submittal is accepted.

Web scheduling has two paths to create the “application form.”

  1. The first path is to use the “Schedule a New Building Plan Review” for the initial submittal of a project. This initial submittal could be a petition, a footing foundation submittal, the typical building structural and architectural , or a footing and foundation and structural shell submittal. 
  2. The second path is to use the “Retrieve Information" for subsequent submittals to
    complete that building - HVAC, fire alarm, fire suppression, kitchen hood, interior
    bleacher, building architectural review following a petition or footing and foundation
    review, etc.  Whenever possible use the “Retrieve” button, by entering in known S&B customer numbers.

If you do not have a Safety and Building Division customer number, be sure to have designer, owner, supervising professional, etc., contact information ready before you begin entering the appointment request on the web.

Be sure you have specific site location where possible, i.e. street address, specific municipality, county, etc.

Structural components are not scheduled.  Submit the components to the office specified in the building plan approval letter, using form SBD-118, the plan review application form.

If you wish to submit multiple buildings on the same submittal you have two options, depending on the situation: Both options may be used on the same submittal transaction. 

  • For identical multiple buildings, just indicate the number of additional identical buildings on this screen.( Note that if you have 3 identical buildings you would enter 2 as the additional identical buildings)
  • For non-identical buildings After you have completed all the information for the first building, click on the “Save Building and Go to List”, then click on the “Add Building” button again and proceed to indicate the information for the next building. Repeat as necessary.

  What will happen when you schedule?
Someone wishing to schedule a plumbing plan review may enter required information about the plan review request and about project specifics into this web-based system and electronically submit it to the Safety and Buildings Division. Upon completion of entering, the submitter receives a summary message, including a transaction number. This transaction number combined with the designer's S&B customer identification numbers allow someone to check the status of the a review.  See plan review status check page.

S&B plan entry staff review submitted data and coordinate it with existing customers, sites, and facilities, or create new ones. Staff then assigns the review as close to the desired review date as possible.  Note that plan entry will attempt to honor choice of review office.  However, if the balance of workload between plan review offices or availability of plan reviewers does not allow scheduling in the location specifically requested, a reviewer in another office may be assigned.  Normally the same reviewer is assigned to subsequent HVAC and other components after the initial approval. Fire alarm and suppression reviews are done by a limited number of reviewers in Waukesha only. The next available date in the table may not be applicable in these situations. 

Plan entry will email you a confirmation form specifying the review date, office, and reviewer.

Plans and a copy of the confirmation form must be received in the scheduled office by 2:30 p.m. two working days prior to the scheduled date. This allows fiscal processing and marrying with previous appropriate files prior to the review.

Your plans will be reviewed on or shortly after the scheduled date.

The designer will receive an emailed letter of conditional approval upon review completion. Or, in cases where the plans are held for additional information, the designer will receive a phone call.  There will be a follow-up paper letter if the hold cannot be resolved by phone/email/fax.

  You made an entry error or that S&B has incorrect information
If you realize you have made an entry error or see S&B data that is not correct, make a note of the problem, complete the scheduling, and then email the correction (with the transaction number) to DspsSbPlanSchedule@wi.gov


  Should you be submitting to another agency?
There are a number of local municipalities which do plumbing plan review for their jurisdiction, including Milwaukee.

- Agent municipalities authorized to review plumbing plans and specifications for those installations located within the municipality's boundary limits:  Appleton; Eau Claire; Green Bay; Greenfield; *Janesville; Madison; Milwaukee; Oak Creek; Oshkosh; Sheboygan *West Bend.  *A project in Janesville or West Bend may be submitted to the state or to Janesville or West Bend.

- Agent municipalities for stormwater and clearwater subsurface infiltration, treatment, and detention systems serving public buildings: Eau Claire; Janesville; Madison; Sheboygan
