POWTS MANAGEMENT RESPONSIBILITIES MATRIX
Comm 83, Wis. Adm. Code

Before July 1, 2000

Applies to all systems installed or modified on/after 7/1/00.

Applies to all systems existing prior to 7/1/00.

Comm 83.52 (1) (a). The owner is responsible for ensuring that maintenance is completed.

Comm 83.52 (1) (b). The owner is responsible for ensuring that maintenance is completed.

Comm 83.52 (1) (a) requires the owner to follow a management plan approved under Comm 83.54 (1), Wis. Adm. Code.

Comm 83.52 (1) (b) requires the owner to ensure that the system is maintained pursuant to Comm 83.54 (4) (a) to (d) Wis. Adm. Code.

Comm 83.52 (1) (c) 1. The owner must have a maintenance or service contract with a registered POWTS Maintainer if the management plan requires maintenance, monitoring or evaluation at an interval of 12 months or less.

Comm 83.54 (4) (a). Septic tanks must be serviced when the volume of sludge and scum occupies 1/3 the volume of the tank.

Service by certified septage servicing operator (pumper).

Comm 83.52 (1) (c) 2. The owner must have a maintenance or service contract with a certified septage servicing operator (pumper) if the management plan involves servicing (i.e. pumping) any component at an interval of 12 months or less.

Comm 83.54 (4) (b). Holding tanks must be serviced when the liquid level is one foot below the inlet invert of the tank (i.e. when the alarm is activated).

Service by certified septage servicing operator (pumper).

Comm 83.21 (2)(c) 5. Requires that prior to state sanitary permit issuance evidence of the requirement for maintenance, service, evaluation, or monitoring of a POWTS be recorded on the deed if the management plan specifies such activities occur at an interval of 12 months or less.

Comm 83.54 (4) (c). Service as per manufacturer's or designer's instructions for components other than septic or holding tanks.

Service by registered POWTS Maintainer.

Service, maintenance, and inspection is provided by appropriately licensed, certified or registered persons.

Comm 83.54 (4) (d). Visual inspection once every 3 years for evidence of surface ponding.

Inspection by licensed Master Plumber, Master Plumber-Restricted Service, Certified POWTS Inspector, or Licensed Septage Servicing Operator (Pumper).
