A company has been circulating information that plate-type (also know as "disc dam") effluent filters are not approved for installation in Wisconsin. Not true! These types of filters are effectively used in private onsite wastewater treatment systems (POWTS).
Approved effluent filters can be identified in the Wisconsin Plumbing Products Register . They are listed in the sewage treatment apparatus section of the Register. Filters listed in the Register are approved for use in both pressure and gravity distribution systems. If your POWTS includes one of these approved filters as a component, there is no need to worry about possibly having to replace it. The letter circulating attempts to discredit the filters because of a supposed conflict between state administrative code and a National Sanitation Foundation (NSF) standard. The NSF standard cited in the letter is not the only criteria used to evaluate filters. Safety and Building Division staff have confidence that the approved filters, when properly installed and maintained, comply with the state administrative code. Q. Why are grounding conductors not required to be counted when box fill is determined?
A. Equipment grounding or bonding conductors only carry current during fault conditions and therefore do not contribute to the heating that may occur with current carrying conductors in raceways or boxes.
Note 3 to Table 1 in NEC Chapter 9 requires that the equipment-grounding conductor or bonding conductor be included when calculating raceway fill. Section 310.15(B)(5) tells us that grounding or bonding conductors shall not be counted when applying the rating provisions of 310.15(B)(2)(a) relating to the number of current carrying conductors in a raceway or cable. Section 314.16(B)(5) says conductors are counted for box fill only as one conductor of the largest grounding or bonding conductor in the box. Q. The term "infinite bus" is mentioned when discussing available fault current and the interrupting rating of circuit breakers. What exactly is meant by infinite bus?
A. Section 110-9 requires that electrical equipment intended to interrupt current at fault levels must have an interrupting rating sufficient for the current that is available at the line terminals of the equipment. To determine this, the available fault current at the transformer secondary terminals must be calculated. This would require knowing the impedance on the line side of the transformer. By assuming an "infinite bus" (ignore impedance and assume it is zero), changes to the hi-voltage lines that could increase or decrease the impedance can be made and the calculation will remain valid.

Three alternate standard evaluations have been made by Safety and Buildings Division staff relating to commercial building construction.
They are: 1.) ANSI/AF&PA NDS-2001 National Design Specification for Wood Construction, Wisconsin Frame Builders Association (Evaluation 200318-A); 2.) 2003 International Mechanical Code, sections 507.1 and 507.2 (Evaluation 200319-H); and 3.) Table 2306.2, International Fire Code [IFC] - 2003 (Evaluation 200320-A). In the first case, the allowable shear parallel to grain, Fv, for lumber have been increased by a factor of almost 2.0. For example, the design Fv for Douglas Fir-South in the 1997 standard is 90 psi compared to 135 psi in the 2001 NDS and, for Spruce-Pine-Fir, is 70 compared to 135 psi. In the second case, the 2003 IMC 507.1 and 507.2 provisions were recognized because the adopted provisions of the 2000 IMC did not specifically prohibit nor recognize recirculating kitchen hoods and ventless appliances. The 2003 IMC provisions clarified the acceptance and use of these types of appliances in Wisconsin. The third evaluation finds that in high-piled combustible storage buildings, smoke and heat removal (smoke and heat vents) is not required for storage areas protected by an early-suppression fast response (ESFR) automatic sprinkler system The evaluations are on the S&B WebSite, http://www.commerce.state.wi.us/SB/SB-CommercialBuildingsXProductE.html, or in writing from Margaret Slusser, 608-261-6546, mslusser@commerce.state.wi.us. When scheduling commercial building plan reviews, a designer no longer has to worry about whether the review will be delayed because it involves seismic load calculations. S&B has expanded the staff trained to do seismic load reviews and doesn't now need to direct such plans to a few reviewers, which previously caused some delays for designers needing seismic reviews. When designing the lateral load resistance system of a building or structure, a designer determines and uses the greater factor between seismic loads or wind loads. Safety and Buildings Division staff experience is that for seismic design category "A" (per Comm 62.1614(1) and IBC 1614.1) and for one-story buildings, wind controls in the majority of the cases. Seismic load calculations are not needed for these buildings, if wind controls. The designer needs to be sure to indicate the seismic review threshold on the review application form (SBD-118). Also, when wind load controls, plan submittal documents should provide the appropriate wind load design data as listed in IBC 1603.1.4. When seismic governs, and the design involves building categories B-F, more than one story, calculations for the seismic loads are to be submitted for plan review with the building plans. The Pewaukee Safety and Buildings Division license examination has been the one for which registrations fill earliest of the four sites (also Wausau, Black River Falls, and Madison).
S&B has had three people to monitor the 150 available seats. Because of staff reductions, the division will have only two people to monitor the exams and the number of seats has been reduced to 100. Therefore, it is even more important that if you wish to take an exam in Pewaukee, you register early. Question: Minimally, what type of drainage is required for a one- or two-family dwelling garage floor?
Answer: The garage floor must be sloped toward the main exterior garage opening or toward an interior drain, according to Comm 21.203. It would also be acceptable to slope the floor away from the main garage opening as long as the water is discharged to the exterior grade through an opening that will not cause any damage to any structural member or wall covering of the garage or the dwelling. Answer: The floor drain and its associated piping must be installed in accordance with the plumbing code, Comm 82. Since this work is considered plumbing, it must be done by an appropriately licensed plumber.

The U.S. Consumer Product Safety Commission (CPSC) in August requested owners, operators, state safety officials, and people renting climbing walls, to closely inspect the climbing walls and all equipment in accordance with manufacturers' instructions and guidelines for operation, repair, maintenance and set-up.
There have been several recent reported mechanical or equipment problems with the walls, including one recently in Oshkosh. Mobile climbing walls are customarily used at fairs, carnivals, festivals, sporting events, and promotional events. Users of rock walls or climbing walls vary in age from children to adults. November 1 Refrigeration Code changes are important updates
On November 1, 2003, changes to Comm 45, Mechanical Refrigeration administrative code, go into effect, notably with the adoption of the International Mechanical Code (IMC-2000), ASHRAE 15-1994, and IIAR-2 1999 International Standards. The new Comm 45 contains basically the same administration and enforcement provisions as the current version.
Comm 45 contains minimum safety standards for the design, construction, installation, operation, inspection, repair and maintenance of mechanical refrigeration systems. The new rules require compliance with the 2000 edition of the IMC, as incorporated by reference in the Wisconsin Commercial Building Code (Comm 61-65). The new rules also include most of the requirements from the current edition of the ASHRAE 15 standard, (the Safety Code for Mechanical Refrigeration, published by the American Society of Heating, Refrigerating and Air-Conditioning Engineers), as well as the IIAR 2 standard published by the International Institute of Ammonia Refrigeration, as referenced in the IMC. In addition to the requirements in IMC chapter 11, Refrigeration Piping and Heat Transfer Components, ASME B31.5 - 2001, is incorporated by reference into Comm 45. Therefore, refrigeration piping shall comply with ASME B31.5 - 2001, Refrigeration Piping and Component Installation Requirements.
