This Winter's Safety and Buildings Division continuing education on plumbing includes something for almost everyone! All classes offered are approved by S&B the for master, journeyman, restricted-appliance, and restricted-service plumbers and for UDC-Plumbing and POWTS inspectors.
This chart shows the subjects that are included in each portion of the continuing education courses. There will be two, three-hour (morning and afternoon) courses presented in all locations.

Each class will cover a set of proposed code revisions that are being prepared for public hearings and possible adoption. Since all categories of installation and both inspector categories are approved for continuing education credit, you may find subjects in either class that aren't specifically related to your license, registration, or certification. You have the option of chosing one or both classes! If you'd like more information on the courses, contact one of the plumbing consultants or plan reviewers listed on page two of this WPCR.   2. An article in the October WPCR introducing the upcoming annual S&B continuing education classes praised a presentation by S&B Plumbing Consultant Don Oremus at an inspectors' gathering. Oremus' terrfic tutelage about drain fittings was in the article advertized to be part of the December - March con ed classses. Wrong. The upcoming classes will cover possible code revisions and will not include Oremus' celebrated fitting informatory.

The winter 2001-2 continuing education plumbing classes offered by the Safety and Buildings Division were listed in the October WPCR, along with the class registration form. Congratulations, you were just awarded the contract to put in the general plumbing system for a public building. Now comes a bunch of questions:
1. Do I need to have the plans approved by the state? 2. Is it a complicated procedure to get plans approved? 3. If I do need to submit, how quickly will they be reviewed? 4. Can I choose any office to get them reviewed? 5. Do I need to make an appointment? If so, how do I do that? 6. If I have any other questions, who can I call to get help? 1.The rule of thumb is (there are a few exceptions), if the plumbing in the public building consists of 16 or more fixtures, plan submittal and approval are required before construction begins. For plan submittal purposes, fixtures include hose bibbs, roof drains, exterior storm drain inlets, water heaters, as well as toilets, lavatorys, showers, etc. 2. No. 3. You can call any of the offices listed on page two of this WPCR to ask about plan review availability. Another way to check on how long it takes to get an appointment for the review is to go to the S&B WebSite and look at what is called the "Daily Doc." This page is updated daily to show when the next available appointment is for review in each of S&B six plan review offices. Go to http://www.commerce.state.wi.us/SB/SB-HomePage.html and select "Plan Review Appointments" in the left column. 4. You can choose any Safety and Building office for your plan review submittal. If you want the plans back as soon as possible, you can make an appointment in the office that has the earliest opening convenient to you and then ship the plans to that office. 5. It is not required that you have an appointment to get the general plumbing plan reviewed. If you wish, you may mail the plans in and they will be given the next available opening. However, S&B recommends that you make an appointment. It speeds up the process for you and for the division. You can make the appointment before the plans are completey drawn. Once you know the date the plans will be completed, contact S&B to make an appointment. It's important to remember to have your plans to the review office two working days prior to when they are scheduled for review. Another way to schedule an appointment is by completing the plan review application form and faxing it to 877-840-9172. This is a 24-hour; toll free number dedicated to receiving fax plan review requests. The appointment will be made for you on the soonest opening, or in the office you designate. You can get the review application form at the same HomePage web address shown above. Select "Forms," on the left, choose the plumbing app, print it off, complete the first two pages, and fax it in. 6. If you're not exactly sure if you need a submittal, what is needed, what the fee is, etc, call any general plumbing plan reviewer listed on page two. Our goal is to get your plan reviewed and back to you as soon as possible. One of the best ways to ensure this is to make sure all information is with the plan when it lands on the reviewer's desk. I repeat, call any general plumbing plan reviewer with any questions you have. It's our intent to help you through the process.   6. Exams are being updated to address multipurpose piping systems
Follow the 2000 adoption of Comm 5.91, related to multipurpose piping sytems, the Safety and Buildings Division plumbing exams are being updated to include questions about to multipurpose piping systems.
People initially licensed after January 1, 2002 will no longer be required to attend a Safety and Buildings Division-approved course prior to being the responsible master plumber or master plumber-restricted appliance for the installation of a multipurpose piping system, because of this topic being tested on the exams. The class attendence has been a transitional way to assure knowledge of the systems for the responsible installers. During the exams, the National Fire Protection Association (NFPA) standard NFPA 13D, 1999 edition, will be allowed in the exam rooms as reference material. It is recommended that if you plan to take the journeyman, journeyman plumber-restricted appliance, master plumber-restricted appliance, or master plumber exam after January 1, 2002, you consider purchasing NFPA 13D for reference material during the exam. NFPA 13D can be purchased from NFPA at http://www.nfpa.org or by calling NFPA at 800-344-3555.   7. McCullough should not have been in violation reports
Clint McCullough of McCullough Plumbing, Madison, should not have been listed in the February 2001 WPCR as having received a License Violation Report.
The person who sent the violation report to the Safety and Buildings Division did not have authority in the jurisdiction where he reported a person was doing work for McCullough without the proper credential. Additionally, there does not appear to be evidence that McCullough received a copy of the report at the time of issuance, which is supposed to happen in order to give the alleged violator an opportunity to challenge the report. The License Violation Report is a form issued by inspectors in their jurisdictions to document violations such as working without a license or hiring someone to work without the proper license. A copy of the report is sent to the Safety and Buildings Division to be part of a database of information about alleged violators. The alleged violator is supposed to be given a copy of the form, which has written instructions on how to dispute the report.   8. Employment Opportunity - Boiler Safety Inspector 3 - Waukesha and Madison Areas - Re-announcement
Two positions in the Department of Safety and Professional Services, Safety and Buildings Division, Bureau of Field Operations. Salary: Start at $34,207 per year plus excellent benefits. A 12-month probationary period is required. Job Duties: Perform inspections of boilers, pressure vessels, power piping, refrigeration systems, petroleum storage systems (LPG, CNG, LNG) to assure compliance with the Wisconsin Boiler and Pressure Vessel Code; determine safe working pressure of boilers and pressure vessels; enforce code rules and orders such as changes and repairs that will place vessels in safe working condition; provide inspection service at plant locations during the construction of boilers and pressure vessels. Well-Qualified Applicants: Well-qualified applicants will have experience installing, constructing, or maintaining power boiler systems, operating electrical generation, central heating ,or power station boilers in an industrial or manufacturing complex; performing welded repairs of boilers. Special Requirement: Candidates must have passed the National Board of Boiler and Pressure Vessel Inspectors examination. Commission and additional endorsements A and B are also highly desired. Extensive travel is involved and a valid Wisconsin driver's license is required. Vehicle is provided. This position requires the ability to bend, stoop, twist, and climb to perform inspections.   9. WPPR listing for PSA Biodiffuser 16-inch High Capacity Leaching Chamber is incorrect
There is a miscalculation in the July 2001 Wisconsin Plumbing Products Register model description of PSA, Inc's Biodiffuser Plastic Leaching Chamber, 16-inch high capacity model.
The listing (page 25) should indicate that the bottom area is 17.7 square feet, not 15.33 sq. ft. The sizing credit for the chamber was wrongly (wrongly, for now) based on the manufacturer's calculated bottom area of the chamber and not the actual open bottom area of the chamber. At the present time, the Safety and Buildings Division, with the help of the POWTS Technical Advisory Committee, is considering a new sizing method for chambers that will be based on the actual open bottom area and side wall height of the chamber. In the not-too-distant future, the new sizing method may be adopted and plumbing product model descriptions may be changed to reflect the new sizing.   10. You noted that the code changed on floor drain discharge?
?The wastewater from a floor drain located in a one family residential garage can discharge to the?:
A. Municipal sanitary system
B. Ground surface
C. Municipal storm system
D. POWTS system
