Safety and Buildings - Rental Weatherization Property Search There are several ways to search for properties listed in the S&B Rental Weaterization Database. You can use Stamp Number Form to search by Certification Number or Stipulation Number, but not both. You can use Property Address Form to search by using a combination of County, City, Street Number and Street Name. (Here's info on the meanings of column headings in the search results.) How to search for properties by using Certification Number or Stipulation/Waiver Number.Enter the certification or stipulation/waiver number in the correct field in Form 1 and click the submit button. A stipulation number will have an S at the start, S12345. A waiver number will have a W at the start, W12345. How to search for properties by using a combination of County, City, Street Number and Street Name. First select a county from the drop down list in Form 2, which will create a list of cities for the chosen county. Second, either keep the default value "Select All Cities" or choose a city from the list. Street name and street number are optional. For street name, you can enter part of a street name. For example, you can enter 'PARK' to search for PARK ST, PARK AV, etc. For street number you can also enter part of the street number. For example, you can enter '12' to find street number like 123, 1230, etc. The 'Number of records to list per page' is optional. The default is 10, so you will receive 10 records per page if you leave the field blank. The maximum number of records per page is 100. Be aware there may be variations of spellings or misspellings that can affect your search results. You also have the option to download the full county results as a csv file, which can be opened in a spreadsheet program. That enables you to save the full county file, or to search the spreadsheet for names. If either STAMP NUMBER Form or PROPERTY ADDRESS Form are not functioning correctly in your web browser, please let us know by sending a message to the Rental Weatherization Program email address for questions. What do the column headings mean? Control Number = Department file number Property Address = Address of the rental unit(s) Owner Name = the name of the person whom our records indicate is/was the owner of the rental property at the time of transfer Owner Address, City, State, Zip = the rental property owner(s) mailing address Authorization Number = the transfer authorization stamp number. S###### is a Stipulation and W###### is a Waiver (to be used only for demolition) Authorization Expiration Date = The date on which the period of time to comply with SPS 367, Rental Unit Energy Efficiency Code, is due. For a Stipulation it will be one year from the date validated. For a Waiver it will be two years from the date validated. Validated means the date the stamp was affixed to the form. Property Status = This states whether or not the Stipululation/Waiver has been complied with. If the status is ACTIVE it means that our records indicate that compliance with SPS 367 is still required. If the status is INACTIVE it means that our records indicate that the record has been closed. Certification Number = If the record is INACTIVE and has a C-number in this column it means that there the department records indicate that a CERTIFICATE OF COMPLIANCE has been issued at some time and that the building has been inspected and issued a Certificate of Compliance. Note: Even though the department’s records may show a Certificate of Compliance, this does not mean that the Certificate of Compliance has been recorded at the Register of Deeds, in the county the rental property is located. Once the Certificate of Compliance has been recorded at the Register of Deeds, it is valid for the life of the building. All Certificates of Compliance issued prior to June 1998 have been grandfathered in test.
