License Information
Fee Reduction
Pursuant to 2017 Wisconsin Act 319, beginning August 1, 2018, an applicant for an initial credential may apply for a reduction of the initial credential fee that is equal to 10% of the initial fee. Qualification is based on the federal adjusted gross income being at or below 180% of the federal poverty guideline prescribed for the applicant's family household size by the United States Department of Health and Human Services. To determine eligibility please visit the United States Department of Health and Human Services website at https://aspe.hhs.gov/poverty-guidelines, prior to submitting Form 3217.
Resident status: Must have been a bona fide resident of this state for at least 5 years preceding the application.
Veteran status: Ex-soldier of the United States in any war.
Disability status: 25% or more disability, cardiac disability recognized by the United States Veterans Administration, or any person disabled to the extent of the loss of one arm or one leg or more or who has been declared blind as defined under Title XVI of the Social Security Act.
While engaged in such business a person must physically carry his/her peddler's license and the proof required for its issuance. In addition, a blind person shall also carry a picture of himself or herself which is not more than 3 years old.
Wisconsin Statutes Relating to Peddlers
Chapter 399, Laws of 1977 Published May 25, 1978
AN ACT to amend 59.07(18m); and to create subchapter IV of chapter 440 of the statutes, relating to statewide peddler licenses for ex-soldiers.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 59.07(18m) of the statutes, as affected by chapter 29, laws of 1977, is amended to read:
59.07(18m) TRUCKERS, HAWKERS, PEDDLERS AND TRANSIENT MERCHANTS, LICENSING. Except in counties having a population of 500,000 or more, to enact ordinances providing for the licensing of truckers, hawkers, peddlers and transient merchants, other than licensees under s. 440.51, and provide for the enforcement of the ordinances. The ordinances shall not provide for licensing of fuel vendors or those engaged in the delivery of petroleum products or farmers or truck gardeners who sell farm products grown by themselves.
SECTION 2. Subchapter IV of chapter 440 of the statutes is created to read:

440.51 Statewide peddler's licenses for ex-soldiers. Any ex-soldier of the United States in any war, who has a 25% disability or more or has a cardiac disability recognized by the U.S. veterans administration, and any person disabled to the extent of the loss of one arm or one leg or more or who has been declared blind as defined under Title XVI of the social security act, shall, upon presenting proof to the department that she or he satisfies these conditions, be granted a special statewide peddler's license without payment of any fee. The person must have been a bona fide resident of this state for at least 5 years preceding the application, and shall while engaged in such business carry on her or his person the license and the proof required for its issuance, and a blind person shall also carry a picture of herself or himself which is not more than 3 years old. A license issued under this section shall not entitle a blind person to peddle or hire for another person.

Cannot meet above requirements.
Convictions of crimes or pending charges may be grounds for denial of license if the circumstances of the conviction or charge are substantially related to professional practice.
