​​​The Department of Safety and Professional Services issues certain temporary licenses commonly referred to as “Act 10 licenses.” There have been some questions about how those licenses work and when they expire. This page​ is intended to provide general information to help license holders and others make decisions about license applications and license status in Wisconsin.

What is an Act 10 license?

An “Act 10" license is a temporary license that allows health care providers with a valid, unrestricted license in another state to immediately begin practicing in Wisconsin without a current, permanent Wisconsin license. This license type was created by Wisconsin 2021 Act 10, which was legislation drafted to support the state's Covid-19 response.

When do I need an Act 10 license?

If you are a health care professional with a valid, unrestricted license from another state, and you desire to practice in Wisconsin, you can apply for an Act 10 license when you apply for your permanent license. This will enable you to immediately practice while you await the decision on your permanent license application.
 

When do Act 10 licenses expire?

May 10, 2023, is the date that Act 10 licenses will expire for individuals who have not submitted an application for a permanent license. Any individuals who hold an Act 10 license and desire to continue practicing in Wisconsin beyond May 10, 2023, should immediately apply for a permanent license. The Act 10 license will enable those health care professionals to continue to practice while they await a decision on their permanent license.
 

I already have an Act 10 license, and just applied for my permanent license. How do I notify DSPS so that I may practice after May 10, 2023?

Please log in to your LicensE​ account and put in a support ticket. Please include your Act 10 license number and a statement that you have applied for a permanent license. Please also include the application number for your permanent license.
 

Why does my Act 10 license expire on May 10, 2023?

The expiration date for Act 10 licenses was tied to the Presidential Emergency Declaration related to the pandemic. Act 10 licenses were to remain active for 30 days beyond the end of the emergency declaration. President Joe Biden signed legislation on April 10, 2023, ending that emergency declaration.
 

How can I continue to practice in Wisconsin after May 10, 2023?

Health care professionals who have only a temporary license must apply for a permanent license if they wish to practice in Wisconsin after May 10, 2023. Those who do not apply for a permanent license by May 10, 2023, will not be able to practice after May 10, 2023, when their temporary Act 10 license expires.
 

Can I get an Act 10 license after May 10, 2023?

Yes. Act 10 licenses will remain available to certain health care providers who hold valid, unrestricted licenses from other states. Those individuals should apply for an Act 10 license when they apply for their permanent license. If they submit both applications, they can practice immediately in Wisconsin.
 

I have an Act 10 license and I already applied for a permanent license. What is my Act 10 license expiration date?

If you have an Act 10 license and a pending application for a full, permanent license, your expiration date will be set at December 31, 2023, and will be adjusted out if necessary. Health care professionals who hold an Act 10 license and have already submitted an application for a permanent license can continue to practice under their Act 10 license until a decision is made regarding their permanent​ license application. The May 10, 2023, expiration date does not affect them.
 

Can I practice with an Act 10 license after May 10, 2023?

Yes, you can practice with a valid Act 10 license after May 10, 2023, if you have also submitted an application for a permanent license.
