Additional Information
In addition to the standard application paperwork, you must also submit authorization to act as power of attorney. Powers of Attorney terminate at the death of the principal.
When signing as power of attorney, you must do so in a way that clearly indicates who is signing on behalf of whom, and under what authority. For example: Person A (principal), by Person B (agent) under POA.
Include Form SBD-10700 when titling a home in the name of a trust or removing a home from the name of a trust.
Look in the following locations for the serial number: Doorframe, Kitchen Cabinet Door, Fuse Box, Furnace, Door, or the Hitch.
U.S. Department of Housing and Urban Development (HUD) numbers have letters and numbers. They are usually found on a steel plate on the home exterior but may be found in other places on the home.
HUD information reports can be obtained from the Institute for Building Technology and Safety (IBTS) using HUD numbers. The HUD information report will provide the serial number, year, and make of the home. There is a fee for this service.
Ask your mobile home park office, if applicable, for help identifying the serial number from their records.
To release a lien from a manufactured home title, we need one of the following:
The certificate of title and a letter of security interest release from the secured party (lienholder) on business letterhead describing the manufactured home by make and identification number, including signature and title of authorized person.
The certificate of title with the security interest release space completed, including signature and title of authorized person.
The certificate of title and the lien release card dated and signed below by an authorized representative of the secured party
A mortgage lien cannot be added to a manufactured home title as it is personal property. If you wish to have the home included as part of a mortgage you must go through the title and surrender process to have the home affixed with the Registrar of Deeds. If you do not wish to have the home included as part of a mortgage, please have the financial institution submit a letter on letterhead stating the following: "This lien is not for a mortgage or for the land but for the home as personal property solely." This letter must also include the name of the applicant, the serial number, year, make and address of the home.
The Wisconsin Department of Safety and Professional Services (DSPS) issues titles exclusively to manufactured homes and mobile homes.
A manufactured home is a structure that is designed to be used as a dwelling with or without a permanent foundation and that is certified by the federal department of housing and urban development as complying with the standards established under 42 USC 5401 to 5425.
A mobile home is a a vehicle manufactured or assembled before June 15, 1976, designed to be towed as a single unit or in sections upon a highway by a motor vehicle and equipped and used, or intended to be used, primarily for human habitation, with walls of rigid uncollapsible construction, which has an overall length in excess of 45 feet.
If your home does not fall into either of these categories, DSPS cannot title it. Fifth wheels, travel trailers, park models, and RV trailers are titled by the Wisconsin Department of Transportation (WisDOT) and you will need to contact them about receiving a title. You can read more on their website, which is linked below.
