Submit an Application
Proceed to Website: https://esla.wi.gov/PortalCommunityLogin
For Existing eSLA Users fill in your email and password then select LOGIN
For First Time eSLA users, create an account. See the eSLA Information page.
Log into the eSLA dashboard.
Click on “NEW APPLICATION button.
Application Selection
Click on the down arrow under the “Select Area” box and select the “Plan Review” for your application.
Select “COMMERCIAL BUILDINGS” from the “Select Program Area” from the dropdown menu.
Select appropriate choice (Fire Alarm Only, Fire Suppression Only, Fire Suppression and Fire Alarm) from “Select Permit/Type Plan Review” dropdown menu.
Select “Plan Review” from the “Select Application Type” dropdown menu.
Select the appropriate account (if you already have an existing account), or click on “Create New Account” link if you do not have an account yet.
Select the proper choices from the County, Municipality, and Municipality Name.
Fill in the proper “Yes” or “No” options under the “Eligibility”
Click “SAVE AND CONTINUE” button at bottom of the page.
Note: There may be a “Warning” box that pops up which informs you of the option to submit a municipality, if that municipality is a Delegated Agent of the State of Wisconsin for plan review.
Search for an existing building review by entering the appropriate “DIS” or “CB” number into the search field and clicking on the “SEARCH” button. OR If you do not have a plan review/eSLA number, click on “CONTINUE” to move to a stand along application.
If existing building review was located, a pop-up screen will appear with information from the building review. Select the relevant building name(s) to be included in this submittal and click “START APPLICATION.”
Step 13 – Select the applicant’s mailing and public addresses. If the address is not generated, Click on the “ADD ADDRESS” button to create a new address.
Once the addresses have been saved, click on the “SAVE AND CONTINUE” button.
Answer each of the “Yes” or “No” questions appropriately.
Ensure the number of non-identical are the number of unique buildings included in this submittal is greater than “0”.
Provide any additional information that would be helpful for DSPS in the comment box. Enter “N/A” if this is not applicable.
Select “SAVE AND CONTINUE” button.
Provide Affiliation information. A minimum of one OWNER and one DESIGNER affiliations are required If the project contains a building that is over 50,000 cubic feet in total volume, a SUPERVISING PROFESSIONAL is also required to be added as an affiliation.
Note: Affiliations can be created. Existing customers can be searched for by using the email search function.
Enter the appropriate site information. If applicable, use an existing site by utilizing the search function to locate the proper site ID or complete address. If this is a new site, create a new site with known address information.
Click on the “ADD UNIQUE BUILDING” button.
Click on “ADD NEW BUILDING” if there is no existing building shown or click the “Edit” button if a building from a previous review is present.
Note: If this is a building that was previously created, proceed to step 26 of this guide.
Confirm all information by clicking the “SAVE AND CONTINUE” button.
Click the “ADD BUILDING” button.
Search for an existing building by name. If no building exists or this is a new building, click the checkbox next to “Create a New Building” button.
Enter the appropriate building information in the fields shown on the webpage. Then click the “SAVE” button.
If there are identical buildings that are included in this submittal, click the “ADD IDENTICAL BUILDING” button, and repeat as needed. If this is a standalone submittal, do not add identical building outside the scope of the previous associate building plan review.
Once the information in step 27 has been entered, click on the “SAVE AND CONTINUE” button.
Complete the subsequent information on the following page.
Note: Fire Suppression / Fire Alarm plan submittal for buildings exceeding 50,000 cubic feet. (Most buildings are in excess of this total volume.)
For Fire Suppression Plan Submittals, provide the Design Professional’s WI License Number and Expiration Date. If this is a standalone fire suppression submittal, provide the Supervising Professional’s WI License Number and expiration date.
Answer all remaining questions.
Click on “SAVE AND CONTINUE” button on the bottom of the page.
Click on the “SUBMIT” button.
If there are no other buildings to add or edit, click on the “RETURN TO THE PLAN REVIEW APPLICATIONS” button.
Note: All buildings are required to be in a “Submitted” status.
If this plan review contains multiple new unique buildings, click the “Add New Buildings” button. Repeat this process as needed.
When all applicable buildings are created, click on the “RETURN TO THE PLAN REVIEW APPLICATION” button.
After completing the previous page, you will be returned to this main application page. Review your information and select “SAVE AND CONTINUE” on each page until reaching the “ATTACHMENTS” page. Alternatively, you can click on the “ATTACHMENTS” tab at the top of the page to go directly to the “ATTACHMENTS” page.
Upload the appropriate files as required for plan submission. When complete, click on the “SAVE AND CONTINUE” button. Close the popup window when prompted to.
If there is any missing information, an error message will appear. Click on the blue text next to the red icon to take direct you to the page to correct the issue.
The “Review + Submit” section will provide the attestation once the application has been completed without errors. Read and check the box next to the “I accept” text box.
Electronically sign the application be entering your first and last name as they appear on the application.
Click the “SUBMIT” button.
After clicking on SUBMIT button in step 40, you will be taken to your cart. From here select “All Fees” from the drop down menu under “Pay For.”
Find the project that you wish to pay for and select the check box next to that project. Then select “CONTINUE” at the bottom of the page.
NOTE - Your application is not in DSPS’s queue until you pay the associated fees.
Once you select the “CONTINUE” button at the bottom of the page, you will be directed to the US Bank payment portal.
Once your fees have been remitted, the submittal is complete. The submittal will then be triaged, and you will be contacted if there are any additional questions or information that is needed.
View Plan Reviews History
Go to the eSLA Customer Portal at https://esla.wi.gov.
Log in to the right of the page under "Existing eSLA Users" by entering your email and password.
Select View and Search all Plan Reviews from the “Dashboard.” (Note: Approved plans will appear under the “View and Search all Plan Reviews” link. Plans not yet approved would appear under the “View and Search all applications” link)
From the View all page you can sort or search to find the project you are looking for.
View information on Plan Reviews submitted including the Plan Review #, Type, and Status.
View Service Request History
Go to the eSLA Customer Portal at https://esla.wi.gov.
Log in to the right of the page under "Existing eSLA Users"
Select My History from the “Dashboard.”
From the “History Type” drop-down, select Service Request.
View information on Service Requests submitted including the Type (e.g. “Component”, “Revision”, “Compliance Statement”, “Extension”) Status, and Submitted Date of the request.
