Overview
Establishes and enforces safeguards to life, health, and property as they relate to explosive materials, mines, quarries, and related activates. Consults and inspects with respect to the manufacturing, use, storage, handling, and interstate transportation of explosive materials. Enforces standards for design, construction, and operation of mines, pits, quarries, and related activates.
Reporting and Fees
Mines, Pits, and Quarries
The owner or operating company of a mine, pit, or quarry must notify DSPS prior to beginning operations each year. The notification must be completed via esla.wi.gov and submitted prior to the start of the calendar year when work will take place.
At the end of the operating year, the operator of the crushing equipment, which may be different then the company that owns or leases the site, must pay the safety service fee via esla.wi.gov.
The fee is based on product produced and starts at $70 for up to 50,000 tons of material produced, then climbs by $70 per increment until it tops out at $1,120 for over 500,000 tons. The fee is due by March 1 of the year following operation.
Explosives, Fireworks, and Blasting
Any person conducting blasting operations must notify DSPS, the local fire department, and the local law enforcement agency at least 10 days prior to beginning blasting operations. To notify DSPS, submit a Notice of Blasting via esla.wi.gov.
Incident Reporting
Incidents involving mines, pits, quarries, explosives, fireworks, or blasting must be reported to DSPS via esla.wi.gov.
