Overview
Provides plumbing consultation, inspection, plan review, stormwater, and product review services, including tracking of performance tests for cross connection control devices. Also administers certifications, licenses, and registrations for individuals engaged in plumbing.
Plan Review
Plan review is required for the installations identified under Tables 382.20-1 and 382.20-2. Note that when 16 or more plumbing fixtures are being newly installed or affected by alterations and additions, plumbing plan review is likely required.
Also note:
There are individual fixtures that at times need plan review.
A rental property that has 3 or more dwelling units is subject to review.
Pre-installation plan review of the water and sewer systems in a manufactured/mobile home park is required as a plumbing system plan review via esla.wi.gov.
When submitted plans are compliant with the Wisconsin Plumbing Code, you will be issued a conditional approval letter which gives you permission to start construction of the project, pending local permitting requirements.
Where do I submit my plans?
If the municipality covering your project location has been delegated authority to conduct plan review and the project is not for a state-owned building or land, you may be able to submit to the municipality directly.
Check the Plumbing Delegated Agent list to determine if your municipality has authority to perform plan review for your project.
If your municipality does not have the proper authority, submit your plans to DSPS via esla.wi.gov.
What is needed for plan review to DSPS?
Owner information.
Designer information.
Site location.
Building/Site information.
Plan set (signed, sealed, and dated).
Supporting documentation may include, but is not limited to:
Water distribution sizing calculations
Fixture or piping specifications
Soil and site evaluation
Copies of any previous correspondence with the Department regarding this application/project
Other documents as directed in the checklist
Plan review fee payment.

Permit
DSPS does not issue plumbing permits. See the local municipality covering your project location. However, note that a local permit is conditional on an approved plan review.
Inspection
Inspection of plumbing construction and installation is required in accordance with the plan review conditional approval letter.
Product Approval
Plumbing Products
Products identified under Table 384.10 must be approved by DSPS before the product may be sold for use, or installed, in a plumbing system.

How do I request a product approval?
Applications must be submitted to DSPS via esla.wi.gov. You will need to provide:
Owner and designer/manufacturer information.
Product information.
Specifications and plans/drawings.
Product review fee payment.

Renewal
Plumbing product approvals are valid for 5 years. An approval is eligible for renewal 6 months prior to expiration. If the approval expires, is cannot be renewed and a new application is required.
Soil Erosion/Stormwater Products
Erosion control product requirements are in accordance with the Wisconsin Department of Natural Resources (DNR) Conservation Practice Standard 1071, Interim Manufactured Perimeter Control Slope Interruption Products.
Cross Connection Control Assembly (CCCA)
Plan Review
Plan review is required for the following new assemblies in health care facilities and when the device is part of an overall plan review.
Reduced pressure principle backflow preventer
Reduced pressure fire protection principle backflow preventer
Pressure vacuum breaker assembly
Back siphonage backflow vacuum breaker
Reduced pressure detector fire protection backflow preventer
"Health care facility" includes a hospital, nursing home, community-based residential facility, county home, infirmary, inpatient mental health center, inpatient hospice, ambulatory surgery center, adult daycare center, end stage renal facility, facility for the developmentally disabled, institute for mental disease, urgent care center, clinic or medical office, child caring institution, or school of medicine, surgery, or dentistry.

Registration

Assembly testing must be reported via esla.wi.gov.

If the municipality covering your project location has been delegated authority to conduct plan review for your project type, and the project is not for a state-owned building or land, contact the municipality directly.
Use the Plumbing Delegated Agent List to determine if your municipality has authority to review plans for your project.
If the municipality does not have proper authority, contact the DSPS plan review team at DSPSSBPlbgTech@Wisconsin.gov.
The municipality governing your project location should inspect your commercial plumbing project.
If the municipality cannot provide a plumbing inspector, use the Inspector Look-Up Tool to determine the DSPS-appointed inspector for your county.
