Overview
Provides inspections for elevators, lifts, escalators, and dumbwaiters. DIS also examines plans, offers consultation, issues certificates of operation, offers education, administrates elevator inspector credentials, and monitors those independent inspectors.
Plan Review
DSPS plan review is required for the following systems and installations:
New installations
Covered remodels
Passenger elevators
Freight elevators
Inclined elevators
Limited-use limited-application (LULA) elevators
Power sidewalk elevators
Special purpose personnel elevators
Part V elevators
Stage elevators
Type B material lifts
Dumbwaiters
Escalators
Moving walks
Vertical platform lifts
Inclined platform lifts
Stairway chair lifts
Plans must be submitted to DSPS via esla.wi.gov. You will need to provide:
Elevator contractor credential number.
Owner information.
Site location.
Equipment information.
Contractor information.
Supporting documentation.
Evidence of building plan approval (for new conveyance installation).
Conveyance plans or shop drawings.
Plan review and PTO fee payment.

Upon DSPS's approval of the plan set, you will be issued a permit to operate (PTO).
Permit and Inspection
Owners must hold an active permit to operate (PTO) for each conveyance system (unless the conveyance is in a one- or two-family dwelling unit).
Note that a DSPS-approved plan set is required to obtain a PTO.
Any elevator requiring a PTO must be inspected by DSPS or its contracted agent prior to renewing a PTO. Inspections required for PTO renewal are performed separately from inspections required by your insurance agency.
PTOs must be renewed by the owner via esla.wi.gov. After DSPS has completed the renewal inspection, the renewal fee will be added to your eSLA cart. Log in to your eSLA account to pay the renewal fee and retrieve your updated PTO.
