Overview
Performs plan reviews and inspections on anhydrous ammonia, compressed natural gas, liquid natural gas, liquid petroleum gas, and liquid and gaseous hydrogen systems.
Plan Review
Plan review is required for these systems:
Liquid Petroleum Gas - 2000 gallon and larger, or aggregate water capacity exceeds 4000 gallons
Compressed Natural Gas - any size installation unless the tank is outdoors with no storage capacity
Liquid Natural Gas - any size installation
Gaseous Hydrogen - has a total storage capacity of more than 400 cubic feet of compressed hydrogen gas
Liquefied Hydrogen - has a total storage capacity of more than 39.7 gallons of liquified hydrogen
Vehicle-fuel dispensing system - any size installation
Anhydrous Ammonia Storage - any size installation
Plans must be submitted to DSPS via esla.wi.gov. You will need to provide:
Owner information.
Site location.
Fire Department name or ID.
System information.
System documentation including:
Completed form SBD-6038, Application for Gas System Installation.
Scaled plans indicating property lines and roads. (Recommend minimum scale of 1 inch = 20 feet however for NH3 plans, plot plan showing land use within 2000 feet does not require minimum scale but should indicate land use within 2000 foot radius drawn on such drawing.)
Piping schematics and specifications including identification of materials, piping (welded or threaded), valves, fittings, hoses, check/excess flow valves, corrosion protection.
Calculations providing the size, capacity, surface are of each tank, MDR info, and system design pressure.
Tank support information such as clearances, type of venting, pressure relief used with combined capacity on each container, foundation design and support.
Dispenser information showing location of emergency controls, location of dispensers, and details of dispensing devices.
Plan review fee payment.
Note that scaled plans should be clear, legible and permanent, include names of adjacent streets, alleys, railways and highways, indicate property and lot lines in all directions, show all buildings on property with type of construction, the layout of buildings, containers, loading and unloading docks and any body of water within 150 feet of the containers must be identified. Welded piping requires ASME qualified welders with welding documentation..

Inspection
Installation
Installation inspection is required for any system requiring plan review.
The installer must notify the gas systems inspector at least 5 business days prior to the start of construction. The inspector will bill the installer directly for inspection fees.
The installer must also complete SBD-9656-E, Certificate of Installation/Testing, upon each system installation. See the Gas Systems Certificate of Installation FAQs for more information.
Piping Fabrication and Welding
Inspection is required prior to starting fabrication. Materials, valves, and fittings must meet ASME B31.3. Keep welder documentation on site including:
Weld Procedure Specification (WPS)
Procedure Qualification Record (PQR)
Welder Performance Qualification (WPQ)
Welder's Continuity Log
Other
Periodic inspections are required for anhydrous ammonia and hydrogen systems.
Owners may request additional inspections.
