Electrical Permit Application Instructions

Submit a Permit Application

  1. Proceed to Website: https://esla.wi.gov/PortalCommunityLogin

  2. After you have logged in, Click on “NEW APPLICATION” button.

  3. In Application Selection dropdown select “Permits”.

  4. Click on the drop-down menu for “Select Program Area”, and select “Electrical”

  5. Click on the drop-down menu for “Select Permit Type/Plan Review”, and select “Permit Only”

  6. Click on the drop-down menu for “Select Application Type”, and select “Permit to Operate”

  7. Click on the drop-down menu to select your business account, and select “your account name”

  8. Next, use the drop-down menus to input the County once this is done, a list of the municipalities meeting that criteria will appear. Choose the municipality matching the project’s physical location. The state, or the state’s contracted agent, will only conduct inspections in non-delegated municipalities or state-owned properties, or where there is a conflict of interest in that municipality.

  9. After your selections you may get a warning message if the project is in a delegated municipality and is not a state-owned building or there is no municipal conflict of interest, by clicking “No” on the warning you will be directed to contact the municipality regarding permitting. If the project is in a delegated municipality and is a state-owned building or if there is a municipal conflict of interest, click “Yes” to the continue to use eSLA for the electrical permit application.

  10. On the next page you must choose or input both a mailing address and public address. If applicable, you may click on “Save as Mailing” or “Save as Public” for each address.

  11. After the Addresses are inputted and saved, then click on the “Save and Continue” button to go to the next page.

  12. On the next page, fill out the Affiliation Information section which you need to search for existing customers or owners through the email address look up search feature in the system, or you can create an affiliation without searching by email. You would have to click the check box then enter a new affiliation. The owner is required to be one of the affiliations on the petition.

  13. Fill out all the required, astricted areas, affiliation information and click save.

  14. Next you need to fill in the Project and Site information, which you can either search for an existing site by ID, Municipality, Name, or Location, if this is a new project then you can click the box to “Create a New Site”.

  15. Fill out all the required, astricted areas, affiliation information and click save.

  16. If needed you can add abuilding information, but it is not required. Click “Save and Continue” to go to the next page.

  17. On the questions page, fill out specific Information about the electrical contractor and master electrician credentials. Verify the appropriate options is selected for “Master Electrician” or “Registered Master Electrician”.

  18. Below that the questions continue and you will need to fill in the information about the project. A value must be entered for each question, or you will not be allowed to submit the application. If you do not have any of the components that are question(s) ask about, enter “0”.

  19. Enter a “0” for any components that is not being installed.

  20. If you are submitting plans for an electrical plan review, click “Yes” to the question. You will be prompted to upload the plans. If you are not submitting plans, click “No”, then click on the “Save and Continue” button to go to the next page.

  21. The next page is the Attachment Page; this is where you would upload any attachments if you have indicated on the previous page that have attachments. If you are not uploading attachments click the “Save and Continue” button.

  22. Nex is the summary screen which you can review your answers to the questions, and it will provide you with a total estimated inspection hours for this project. Click the “Save and Continue” button.

  23. After you click on “Save and Continue”, the next screen may prompt you to any errors. If you have not provided an answer to a required question, or if you entered incorrect information, or have not uploaded a required attachment, you will be given an error message. You can click on the blue text to take you to the page with the missing information.

  24. When all the information is correct, click the “Review and Submit” tab at the top of the page. Click the “I Accept” box and type your name in the electronic signature box. Click the “Submit” button at the bottom of the page.

  25. After you click the “Submit” button you will be taken to your cart to pay the application fee. Click on “Permit” from the drop-down menu.

  26. Click on the check box for the plan review that you want to pay for. Note the total amount due and click “Continue”.

  27. You will be redirected to the payment site to complete the transaction. The petition for variance will not be submitted until the fee is paid.
