eSLA Information
Below is the information needed to navigate eSLA. Please review user guides and videos to familiarize yourself with the platform.
Overview
DSPS utilizes an online system, the Electronic Safety and Licensing Application (eSLA) at esla.wi.gov, for many of its permit and plan review submission needs. See the information below to guide you through the login process and any permit or plan review submissions.
We recommend using the latest version of Chrome for the best eSLA experience. If you prefer Safari, Firefox, or Edge, please ensure you are using the latest version.

Registering or Logging into eSLA
DSPS Customer
If you currently hold or have ever held a credential for UDC inspector, dwelling contractor or dwelling contractor qualifier, or soils/powts tester/inspector, OR if you've previously submitted a permit or plan review application:
Go to esla.wi.gov
Click "DSPS Customer."
Select "Obtain Security Code" and either select "Email" or "Social Security Number (SSN)" to establish your existing account.
Once your email address or SSN is entered, select "Submit."
Select "Continue Registration" to complete the Existing User Registration page once you receive the security code.
Select "Submit" when ready.
New DSPS Customer
If the above does not apply to you:
Go to esla.wi.gov
Click "New DSPS Customer."
How-To Create a Login Profile
eSLA is designed for individuals to login with a username and password. Once logged in, the customer can submit applications and manage permits, plan reviews, and other records that are associated to a business account. See the User Profile Management FAQs for more information on associating Business Accounts.
A social security number is required to avoid duplicate customer logins. In addition, federal and state child support enforcement law requires collection of SSNs as part of the application and renewal process. SSNs and other personally identifiable information data are encrypted to prevent anyone other than its intended recipient from viewing. If you do not have a SSN, eSLA will prompt you to select the reason for not providing the SSN.
A login profile already exists in the eSLA system for a user with the same SSN or email address. If you are having trouble registering, please contact eslasupport@wisconsin.gov.
No. eSLA will inform customers if they already have an account on file.
You may need to reset your password when you attempt to log in.
To reset your password, click "Forgot Password" and a password reset link will be emailed to you. Follow the directions in the email to reset your password. Once the password reset link is generated it is only valid for 24 hours.
If you have any questions or require assistance, please contact eslasupport@wisconsin.gov.
Clear your cache and cookies in the browser and see if that resolves the issue. If not, attempt to reset your password with another browser and see if that resolves the issue.
Your last login is hanging thus causing the link to revert back to the forgotten password page.
User Profile Management
Most applications are required to be connected with a business account before being submitted. To connect an application and a business account, you must first associate your login profile to the business account.
The business account used for your application may be based on your business’ practice however DSPS recommends the following:
A design or construction plan review or permit is often submitted by the supervising professional, designer, etc. In this case, the application should be submitted under the applicant’s employer/company business account. The company is likely the point of contact over the life of the project. Therefore this is the best way for that company to maintain access to the plan review or permit in the event the submitting individual (applicant) leaves the company.
For an application for a boiler permit or other equipment that needs to be connected to the site/building owner for the life of the equipment, this application should be submitted under the owner’s business account. This will ensure the owner has access to perform future renewal applications.
Go to esla.wi.gov.
Log in to the right of the page under Existing eSLA Users by entering your email and password.
Hover over your name in the top right corner of the Dashboard page and select Manage Business/Organization.
If you are a Municipal Clerk or Fire Chief:
Do not attempt to add a business account.
Your eSLA profile must be converted from a general customer to a Municipal Clerk/Fire Chief. Contact DSPSSBDelegations@wisconsin.gov or DSPSSBFireDues@Wisconsin.gov to convert your profile and associate to your municipality or fire department.
If you submit Injury and Illness Reports (IRR) and are NOT a Municipal Clerk:
Contact eslasupport@wisconsin.gov or your Public Sector Safety Inspector to upgrade your profile so you can submit IIRs.
If your business has previously submitted permit/plan review applications to DSPS:
Select the down arrow to expand the Add Existing Business/Organization section.
Select Obtain Security Code then select Email or FEIN to enter the email/FEIN for the business and have the security code sent to the business' email address on file. You may also contact eslasupport@wisconsin.gov to obtain the security code.
Once you receive the security code, enter it in the Security Code field of the Add Existing Business/Organization section and select Submit.
On the prompts that appear, select Continue to proceed with the process, select Submit to begin the user upgrade, and select Return to Dashboard once finished.
Navigate to the Manage Business/Organization page to view the business account(s) added in the Current Businesses table at the top of the page.
If your business has never submitted permit/plan review applications to DSPS:
Select the down arrow to expand the Add New Business/Organization section.
Enter the business' details in the fields provided and select Submit to create the business account.
Add a Business in eSLA Video
Yes. A customer can obtain the security code from the individual that originally created the business account and then link that business account to the customer’s login profile.
You may have created an eSLA login as a "New DSPS Customer." If you have or previously held a Permit or Plan Review application, you should have registered as a "DSPS Customer." Contact eslasupport@wisconsin.gov for assistance organizing your profiles and past permits and plan reviews.
From your eSLA dashboard, go to your name at the upper right corner and choose “Manage Profile.”
Click the “Edit This Information” link to edit the email address. You may be required to complete other profile information in order to save the edits.
Press Save when finished. This changes the email address you use to receive eSLA communications. Your eSLA login username has not yet been changed.
The new email address will receive an email confirming the change. To update your eSLA login username, click on the link provided in the email.
You will be directed to an eSLA window that confirms your eSLA login username has also been updated.
The mailing address is the location where the customer receives physical mail. The public address is the location that will be viewable by the public (via the Public Lookup tool) as it is the public record for the plan review or permit.
You may change a mailing or physical address by clicking on the "Options" button on your dashboard and selecting the "Change Address" option. If you do not see this option, you may not be able to change your address online and may need to contact eslasupport@wisconsin.gov for assistance.
Name changes on profiles require the submission of a service request, which can be found on your dashboard after clicking "Options."
Depending on your Permit or Plan Review, a specific form of documentation may be required to be uploaded in the service request. If you cannot find this option, your Program Area may not allow online name changes.
Permits will be sent to the applicant via email or downloaded from their eSLA Dashboard. Hard copies are no longer mailed.
Receiving an email notice may take up to ten minutes. For instance, when you reset your password, it may take up to ten minutes to receive the password reset email and link.
Be sure to check your junk or spam folder.
If the email notice is still not in your inbox or spam folder, this means you either do not have an email address on file with DSPS, or the email address does not match DSPS records.
Working in eSLA
Users can only renew during the open renewal period. For most renewals that it is 120 before the permit is set to expire.
The system was designed to make sure the application contains the most current information.
To ensure this happens, the applicant is asked to validate the previously entered information even if there are no changes.
To skip already completed pages, click on the blue chevrons at the top of the application.
Once the application is submitted, you can no longer add or change information. However, you may submit additional documentation by clicking the "Options" button on the application tile and select "Submit Additional Documentation."
Depending on the application type and where it is in the submission process, you may not have the option to submit additional information.
There may be additional fees for minor and major revisions.
On your eSLA dashboard, go to the Permit or Plan Review tile where your status will be listed.
PENDING indicates that an application is still being completed by the applicant and it is not yet in the DSPS queue. Choose Options > Edit Application to complete and submit your application.
GENERATE FEE indicates that payment of a fee is required.
You can pay the fee in your eSLA shopping cart.
On your eSLA dashboard, go to "My History." In the dropdown menu, select "Service Request" to see a history of your service requests, service request reference numbers, type of request, and submitted date. There are only two statuses: Submitted or Complete
Allowable file types include Word documents, Excel spreadsheets, PDFs, JPEGs, and PNGs.
The system no longer accepts .zip files.
For a successful search, enter the least amount of data possible to make sure you get a match. The more information you enter, the greater the chance that one of the fields won't be an exact match and you won’t get a full set of results.
Enter the full permit or application number only (including prefix, suffix, or punctuation).
