Overview
Establishes and enforces standards for the design, construction, and operation of amusement rides and attractions. DSPS provides consultations and inspections to ensure safe operations.
Plan Review
Plan review is required for all custom-built, site-specific amusement rides not used in a portable mode. DSPS plan approval must be received before construction begins.
Plans must be submitted to DSPS via esla.wi.gov. You will need to provide:
Owner information
Site location
Ride information
Plan set
Supporting documents including, but not limited to:
Construction specifications
Engineering analysis
Test report data
Plan review fee

Registration and Permit
All class 1 and class 2 amusement rides shall be registered with DSPS annually. Registration results in a permit to operate (PTO).
You must submit registrations and PTO renewal applications to DSPS via the online portal, esla.wi.gov. You will need to provide:
Owner information
Site location, if appropriate
Route/Itinerary information, if appropriate
Ride information
Certificate of liability insurance showing a minimum insurance coverage of $1,000,000 per occurrence for class 1 and class 2 rides. Coverage of $500,000 is required for non-mechanical and coin-operated rides
Registration/PTO fee

Your ride will receive a registration sticker once all registration/PTO information is processed and all past violations identified in written orders have been corrected. All annual registrations expire on December 31.
Inspection
Inspections are required for new amusement rides requiring plan review. The attraction shall not be opened to the public until it has been inspected by DSPS.
DSPS may also conduct periodic inspections of any amusement ride.
