Category 1 and 5 Testing
Are Category 1 tests required to be made in the same year as Category 5 tests?
Yes. All category 1 tests must be performed at 1-year intervals. All category 5 tests must be performed at 5-year intervals. There are no exceptions in years where both are due. Each category has separate tests and most do not overlap categories. While a few of the category 1 and 5 tests may be similar in nature, typically category 5 tests will be more detailed. Because of their similarity it may be possible to fulfill both category 1 and 5 requirements for some of these tests. Once all tests have been performed, test tags required by ASME A17.1 - 8.11.6 must also be completed and displayed as required. Also please remember that only the category 5 test forms are required to be submitted to department inspectors. Category 1 test forms may be kept in the maintenance records to satisfy the documentation requirement of ASME A17.1 - 8.6.1.4.1 (b).
Will a conveyance test form be accepted without the name of the person performing the tests entered in the space for Name and License Number of Person Performing Tests?
No. The individual’s name is required so the inspector reviewing the results may contact the individual with questions regarding the tests. A test form without the name of the person performing the tests will be rejected whether the form is required to be mailed to the inspecting authority or is only required to be left on site with the maintenance record. See SPS 318.17086.
Will a conveyance test form be accepted without the license number of the person performing the test entered in the space for Name and License Number of Person Performing Tests?
No. All license numbers for DSPS license holders are public record and are readily available on the DSPS license.wi.gov look-up. Search By “License Type,” Category “Trades.” You may also search by an individual or organization’s name. A test form without the license number will be rejected whether the form is required to be mailed to the inspecting authority or is only required to be left on site with the maintenance record. See SPS 318.17086.
Are 5-year tests required for dumbwaiters?
No. ASME A17.1 (2013), 8.6.10 requires only Cat 1 tests for dumbwaiters and material lifts. Full-load testing of safety devices (Cat. 5 test) may be performed but is not required.
Has the cut-off date changed for testing in-ground hydraulic elevator jacks (cylinders)?
No. Cylinders or hydraulic piping installed in the ground and not visible for inspection with installation contract dates prior to January 1, 1994 are required to be tested annually. The date has not changed. See SPS 318.17086 including exceptions in the last sentence. Test results are required to be submitted to the inspecting authority using form SBD-3E-E. These tests may be performed on newer elevators but are not required.
Does the Category 1 hydraulic elevator Relief Valve Verification of Setting and System Pressure Test specified in ASME A17.1 (2013), 8.6.5.14.1 apply to an older elevator having all hydraulic components above ground or visible for inspection?
No, the test specified in ASME A17.1 (2013), 8.6.5.14.1 and the use of form SBD-3E-E is not required for any elevator with all hydraulic components above ground or visible for inspection.
Does the Category 1 hydraulic elevator Hydraulic Cylinders and Pressure Piping test specified in ASME A17.1 (2013), 8.6.5.14.2 apply to an elevator with the contract date for installation of those components on or after January 1, 1994, even if the elevator has an in-ground cylinder or piping not visible for inspection?
No, the test specified in ASME A17.1 (2013), 8.6.5.14.2 is required to be performed only on hydraulic elevators with cylinders or piping installed in the ground and not visible for inspection with installation contract dates prior to January 1, 1994. Tests required to be performed on pre-January 1, 1994 elevators may be performed on newer elevators but are not required.
