Elevator Testing Requirements for Helpers and Apprentices

Can a Wisconsin Licensed Elevator Helper or Apprentice conduct Category 1 and Category 5 tests while only under General Supervision? And can they sign their name and their license number on said forms, as the person conducting the test?

Testing is required at New Construction Acceptance and on some Alteration Acceptance inspections. Testing is also required periodically based on the timeframe prescribed (one-year or five-year). The Department strongly recommends that testing by any licensed helper be performed under direct supervision of a licensed mechanic whenever possible however the answer depends on the specific license held, the type of conveyances, and whether the tests are performed for new construction acceptance, alteration acceptance, or periodic tests.

Elevator Helper

1. New Construction / Alteration Acceptance Testing of elevators other than LULA (limited-use, limited-application) elevators in ASME A17.1, 5.2, and for vertical and inclined platform lifts and stairway chairlifts in ASME A18.1:

   1. Per SPS 305.996, a Wisconsin licensed elevator helper may conduct new construction / alteration acceptance testing under the direct supervision of a licensed elevator mechanic or a licensed elevator mechanic restricted.

   2. Per SPS 318.17086, the supervising licensed elevator mechanic is required to include their license number and name on the completed test forms that then become part of the maintenance record.

      Note: SPS 318.1011(7)(bm) requires a licensed elevator mechanic to be present for the new construction / alteration acceptance inspection.

2. Periodic Testing of elevators other than LULA (limited-use, limited-application) elevators in ASME A17.1, 5.2, and for vertical and inclined platform lifts and stairway chairlifts in ASME A18.1:

   1. Per SPS 305.996, a Wisconsin licensed elevator helper may conduct periodic testing, under the general supervision of a licensed elevator mechanic or a licensed elevator mechanic restricted.

   2. Per SPS 318.17086, the licensed helper would be required to include their license number and name on the completed test forms that then become part of the maintenance record.

Elevator Apprentice

1. New Construction / Alteration Acceptance Testing of elevators other than LULA (limited-use, limited-application) elevators in ASME A17.1, 5.2, and for vertical and inclined platform lifts and stairway chairlifts in ASME A18.1:

   1. Per SPS 305.996, a Wisconsin licensed elevator helper may conduct new construction / alteration acceptance testing under the direct supervision of a licensed elevator mechanic or a licensed elevator mechanic restricted.

   2. Per SPS 318.17086, the supervising licensed elevator mechanic is required to include their license number and name on the completed test forms that then become part of the maintenance record.

2. New Construction / Alteration Acceptance Testing and Periodic Testing of elevators:

   1. Per SPS 305.994, an elevator apprentice may conduct both acceptance/alteration and periodic testing under the general supervision of a person who is a licensed elevator mechanic, excluding hoist and governor rope replacement.

   2. Per SPS 318.17086, the elevator apprentice would be required to include their license number and name on the completed test forms that then become part of the maintenance record.

      Note: SPS 318.1011(7)(bm) requires a licensed elevator mechanic to be present for the new construction / alteration acceptance inspection.
