Manufactured Home Communities

Overview
Responsible for licensing and regulating manufactured home communities. This includes construction and alteration of the community/park, and installation and inspection of manufactured homes.
A manufactured home community (also referred to as a mobile home park) is a neighborhood made up of factory-built dwellings that are placed on individual lots with a shared property. The property is managed by a licensed business.
License/Permit
A license/permit is required for a community with three or more manufactured homes located on a plot or plots of ground. See the Manufactured Home Community Licensing page for more information on applying or renewing a license.
Construction at New and Existing Communities
Prior to beginning construction of a new community, or of an addition or alteration at an existing community, you must complete the plan review and inspection steps below.
Building a New Community
Complete a water quality test. If the community contains a private water supply, you must have documented proof of a safe water sample.
Submit for DSPS plumbing plan review. If the community contains a private sewage system, you must submit a separate plumbing plan set for the septic systems, waste collection/drainage systems, and water distribution systems. Submit this plan set to DSPS via esla.wi.gov.
Submit a new license application via license.wi.gov. Include:
Site plan showing:
Location of each site
Distance on all sides of units and between any other buildings with property lines
Location and width of streets
Location of parking
Community water system plan and, if applicable, location of private well.
Location of private septic system or, if the community is connected to a municipal septic system, provide a community septic plan.
Construction specifications.
Plumbing plan review approval letter from DSPS. Plumbing plan review includes private distribution, collection, and stormwater.
Proof of the safe water sample of private wells, if applicable.
Fee payment for license.
Altering or Adding on to an Existing Community
Complete a water quality test. If the construction alters or adds to the community's private water supply, you must have documented proof of a safe water sample.
Submit for DSPS plumbing plan review. If the construction alters or adds to the community's private sewage system, you must submit a separate plumbing plan set for the septic systems, waste collection/drainage systems, and water distribution systems. Submit this plan set to DSPS via esla.wi.gov.
Submit the following as a "Change of Ownership" submission type via license.wi.gov. If you're within the license renewal window, you can submit the following with your license renewal application however the license will not be renewed until construction has been inspected by DSPS.
Site plan showing:

DSPS Payment Form 3071 completed for an amount based on the tier you will be moving into.
What Happens After I Submit the Plans?
DSPS will review your submitted plans and provide a conditional approval letter indicating you can begin construction. You will not yet be granted a license/renewal.
Proceed with construction and contact the DSPS inspector identified on your approval letter when ready for a final inspection.
DSPS will issue a final inspection letter once all requirements are met. Upload this letter to your license application via license.wi.gov. DSPS will respond with your new/renewed license, indicating your business is ready for operation.
