What are the DSPS rules governing the installation of mechanical refrigeration equipment?

Wisconsin administrative rules for refrigeration are found in SPS 345. The rules are enforced by Division of Industry Services inspectors and the Department’s authorized agents.

What type of refrigeration systems require inspection and how is DSPS providing notification of refrigeration systems requiring inspection?

Per SPS 345.30, systems using an A1 or B1 refrigerant and having a capacity rated at or greater than 50 horsepower, 50 tons or 50,000 volt-amperes and A2/B2 and A3/B3 refrigerants having a capacity rated at or greater than 10 horsepower, 10 tons or 10,000 voltamperes are required to be registered and inspected. A contractor must submit the SBD-34 refrigeration registration form prior to installation of the system.

Is DSPS the only agency that needs to coordinate refrigeration systems?

Ozone-depleting refrigerants are regulated by the Wisconsin Department of Natural Resources for AC equipment salvage and the Wisconsin Department of Agriculture, Trade and Consumer Protection for those who service vehicle air conditioners. In addition, the U.S. EPA has applicable regulations in this area pertaining to refrigerant sales, distribution, and reclamation.
