Definitions

Prefabricated Plumbing

Concealed drain piping, vent piping or water supply piping, or a combination of these types of piping, contained in a modular building component, which will not be visible for inspection when delivered to the final site of installation. [Wis. Admin. Code Section SPS 381.01 (187)]

Be prepared to attach the following to the application in the form of a PDF

The following information must be provided with each prefabricated plumbing system application:

1. A $250.00 (US) fee for each application submitted.

2. Detailed assembly drawings which include the following: 

   1.  Floor plans showing drain, vent, water supply system and all fixtures, devices, and equipment to be installed. 

   2. Riser diagrams of the drain, vent, and water supply systems, with pipe sizes and pipe fittings specified. Pipe fitting specifications may include “or equal” after each model number. 

   3. Complete calculations for sizing the water supply system indicating the minimum water pressure at the point of connection. See the Additional Information Section below.

3. Copy of a fitting catalog, or index sheet, showing each pipe fitting used in the prefabricated plumbing system.  Catalogs for waste fittings must list the radii of the fittings used.  The catalog, or index sheet, must be for the fitting model numbers specified.

4. Joining methods or national standards for the installation of all materials in the prefabricated plumbing system.

5. A list of all national standards that are referenced in Wis. Admin. Code Section SPS 381.20, to which the prefabricated plumbing system conforms. The list must include standards for all plumbing pipe, faucets, fixtures, prefabricated plumbing systems and appurtenances.

6. For wetted (i.e., potable water contacting) materials of construction, documentation shall be provided to show that the construction material is accepted for contact with potable water by an ANSI accredited listing agency acceptable to the Department.  See ch. 384 appendix, A-384.11.
   Metallic water supply system components shall specifically show compliance with NSF Standard 372.

7. Detailed information on the size, color, location, information shown and methods for labeling the prefabricated plumbing system.  Actual labels are acceptable.

Water Sizing Calculations for Prefabricated Plumbing Systems

Use the following formula to determine the water pressure at the point of connection:

A = [(B x C) ÷ 100] + D + E + F

Where:

A = Water pressure required at the point of connection.

B = Developed length from point of connection to controlling fixture in feet __ x 1.5

C = Permissible uniform pressure loss from friction (psi/100 ft. of pipe)

D = Required at controlling fixture in psi

E = Pressure loss due to water heaters, water treatment devices and backflow preventers is psi.

F = Difference in elevation between point of connection and controlling fixture in feet ___ x0.434 psi/ft.

Note: 20 psi/100ft. is recommended for permissible uniform pressure loss for friction.

Site Inspection:

The Department may, during normal business hours, conduct unannounced site visits to ensure approved prefabricated plumbing systems are being constructed in accordance with its approval.

Confidential Information:

Information may be identified as confidential by a submitter. Such identification must be made at the time of submittal by permanently marking “confidential business information” on each page containing information deemed a trade secret under Wis. Stat. Section 134.90 (1) (c) which reads:

(c) “Trade secret" means information, including a formula, pattern, compilation, program, device, method, technique or process to which all of the following apply:

1. The information derives independent economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by, other persons who can obtain economic value from its disclosure or use.

2. The information is the subject of efforts to maintain its secrecy that are reasonable under the circumstances.

General Information:

If granted, the term of approval is five years and effective statewide.  All submitters are notified six months prior to their expiration date via email notifications. 

Approvals can be renewed for additional five-year terms; the renewal fee is $125.00. Approvals can be revised (modified) after being approved; however, the manufacturer must apply for a revision; the revision fee is $125.00. Revising a file does not extend the expiration date of the original approval.

If an approved plumbing product is modified or additional assertions of function or performance are made, the approval shall be considered null and void, unless the change is submitted to the Department for review and the approval is reaffirmed.
