Delegated Agent Responsibilities
Review the general requirements for maintaining delegation status, including periodic reporting.
General
All delegated agents have the same basic responsibilities:
Promptly notify DSPS of changes in enforcement contacts.
Forward to DSPS any revisions to your building ordinance.
Renew delegations every 5 years.
Notify DSPS of your intent to relinquish authority.
Participate in audits.
Comply with other requirements as stated in your delegation approval letter. Approval letters are linked in the Delegated Agent Lists.

Enforcement Contact Changes
You provided enforcement contact information in your delegation request. If these individuals change, promptly notify DSPSSBDelegations@wisconsin.gov.
Revised Documents
You may have provided ordinance or other documentation to DSPS in your delegation request. If these documents are revised, promptly forward a copy to DSPSSBDelegations@wisconsin.gov and identify the effective date.
Renew Delegations
DSPS renews delegations every 5 years. The renewal process requires the same submittal as a new delegation request however your existing authority is not impacted. You may continue exercising your delegated authority while renewing that delegation.
Relinquish Authority
If you cannot provide a qualified individual to perform your delegated responsibilities, or your agency no longer wants exercise the delegated authority, notify DSPSSBDelegations@wisconsin.gov.
For UDC, commercial building, and fire suppression/fire alarm, you must notify DSPS 30+ days prior to your intent to relinquish.
For commercial electrical, you must notify DSPS 30+ days prior to your intent to relinquish.
Note that your agency is required to complete any work for which you've already collected fees. Additionally, your agency is responsible for inspections on any previously issued permit.
Audits
Audits are used to review processes and implement cohesive code interpretation. DSPS performs audits on delegated agents and their contracted enforcement agencies. Please comply with any information or documentation requests to expedite the audit.
Reporting
UDC (One- and Two-Family Dwellings)
Under 2015 Act 211, municipalities issuing UDC permits must electronically report issued permits to DSPS's online permit portal, eSLA, by the 15th of the first month after issuance. DSPS offers 3 methods for reporting permits.
Customers and municipalities utilize eSLA for application and issuance.
Municipalities upload a csv file with required permit information to eSLA.
Municipalities connect their 3rd party permit software to eSLA and submit information using Application Programming Interface (API).

Commercial Building, HVAC, Fire Suppression/Fire Alarm Plan Review
2nd class cities must provide an electronic report, on a quarterly basis, at minimum, of all plan reviews completed to DSPSSBDelegations@wisconsin.gov.
Other municipalities/counties must provide this report on a monthly basis for each plan review performed where the building exceeds the small commercial building size limitation. Submit the report to DSPSSBDelegations@wisconsin.gov.

Manufactured Home Community Licensing and Inspection
Mail the completed SBD-5524-E, Manufactured Home Community Delegated Agent Payment Form, to DSPS at:

Madison, WI 53708-8935Provide the Agent Report Roster to DspsSbManfHomes@wi.gov by October 1 of each year. The roster must utilize DSPS's Agent Report Roster template and be in an unlocked spreadsheet file (.xlsx or equal).
Provide a report to DSPS within 10 business days of taking any enforcement action involving permit/license suspension, revocation, or court order.

Manufactured Home Community Permitting and Inspection
Combine the completed SBD-5524-EMH form with the corresponding fee payment.
Fees to be remitted are calculated at 37% of the DSPS permit fees. See Wis. Admin. Code sec. SPS 302.33(3)(c).
